remove missions. they only exist for stupid bears anyways.
once a system is taken, let the system generate revenue. tax people docking, tax market orders if you are not part of the person controlling it. gain lp per day of holding. if you are the faction who owns it, you dont get taxed.
for each lowsec system you have, you also get revenue from its sister highsec system. whomever controls amamake, gets rens for example
allow alliances to join.
make a new ranking system for all corps, pilots and alliances. the more than participate, the higher your rank. the higher your rank, the more of the revenue your corp gets.

As much as I love the idea of that kind of system it wouldn't work in reality as it would either be exploitable or not yield anywhere enough ISK to be worth it. We need some bigger advantages of holding systems, I'm just not sure what that could be at the moment.
It probably can't be something that results in a huge amount of ISK coming into the game, the beauty of missions and LP is that no matter how farmed they are the prices are still determined by the players and you don't get a huge influx of ISK.
Something like an automated PI system, mining system or some POS advantages would be good but I honestly can't see how you'd implement it and make it different from 0.0 and still avoid all the negative points of holding 0.0 sov.
Simply removing missions will basically kill FW, most people in FW use them to fund PVP and without them I think people would just leave.

My opinion has always that the regular missions should be replaced with missions to capture plex spawns.
eg "Our operative has detected an Amarr complex in Oyanata system, go and capture it and return to me"
or "Our operative has detected an Amarr complex under attack in Oyanata system, go and save it and return to me"
The same mission could be given to multiple players.
LP and ISK reward would be the same as for a regular mission of the same level.
That way the militias would actually get pod pilots actually working towards faction warfare's supposed goals, promote PVP and gang activity.
This would also either replace or supplement the poor plex spawn mechanic.

Taxed for what? What are the chances a hub will spring up in a location that can flip back over and ruin your profit? Somewhere between slim and none and slim left town.

Absolutely not. I see this idea taken seriously by the CSM from time to time. It's an absolutely awful idea which would wreck the parts that are good about FW today.

The thing about FW that is broken deals with the limited niche aspect of the mechanic. FW plexes are nice to get T1 frig fights, but that doesn't appeal to everyone all the time and doesn't make sense from a war perspective. The fact there is no reward for capturing systems and 2-3 dedicated defensive plexers can defend all their side's occupied systems doesn't help.
In my opinion, "fixing" FW would require a capture mechanic that a corp could plan an op, go into the target system with a decent-sized fleet, and require backup while they overcome, say, a series of npc fights, both at the current bunker location and special plex spawns after each "stage" of the battle. Throw in hacking requirements at specific points for zazz.
For a reward, I would make a lot more items at the militia LP store have a discount like the one for ships. When you lose a system, you lose one of the discounts starting with the faction frigates. When you gain a system, your side gains a discount.
A minor fix that could possibly help is make missions count for VP, but have cloak jammers in the mission plexes. Heck, I would through in L5's that would require fleets to finish. There's nothing that gets a FW PvP up faster than an opposing fleet roaming around.

Compromise proposal I saw advocated by someone else:
Make militia stations ownership dependent on occupancy, as well as the mission agents within it.
Probably impossible to code though.

This and some good points from Dirk sound good enough to get me back into FW. I haven't touched FW since 2 months into when it first started. At that time there were lag issues with everyone that did it. It seemed rather uninspired, but if CCP took these mission and capture system ideas, it would then matter and actually mean something, rather than just a meek glory moment.
I would like to add, what about Dust 514 playing a role in FW? As I've read so far, it seems it will only be used towards Sov with Alliances :-(. FW and Dust would imo seem like a great stage to get more people involved with it and add a great deal of spice to it altogether. I know I'd get into it for sure at that point.

Some interesting ideas. I definately like the idea of corp/fleet focused goals to make people work together etc... The dynamic mission content is also a nice option. Have some initial goal. If you complete it, have another one. If you fail, have a second chance one etc... After a short chain you either gain or lose points which effect the control of the system.

Forget missions and stuff, Add viable, defendable military stations, which need to be taken. and once they are taken, they can be defended much the same way a POS can. dockable military outposts (and whatever is inside when it pops/changes hands becomes your militias). Something that will actually change it, you control the majority of outposts in a constellation for a set period of time, say 1 month, it becomes that factions space, and ALL outposts sign to the new militia.
Each faction can have say 1 or 2 staging systems that will remain unchanged. these would be good trade hubs for ammo and ships. and somewhere where you can make your own ammo and stuff (FW members get better blueprint bonuses) These outposts need to be something both sides would want though, so perhaps for each taken, the salary increases, and bonus ship BPCs can be handed out when all outposts change hands.
Or, if you really want to keep missions, the agents only spawn in these outposts. that would also give you a reason to attack the other side, destroying their agents. these agents will be the only way to inform you what the percentage of outposts your side has.
the only people alerted to an attack on an outpost are the people in it. its their job to tell militia chat. and if the outpost is empty? you should have defended it better. this will allow sneak attacks. people effectively watching local, hotdrops on stations.

Looking at an abaddon which costs around 150m to lose it will probably drop about 10-15m, you'd need to have a SOLO efficiency of like 10:1, doable sure but not if you are actually fighting for objectives. |

In a bad week, you can lose a couple hundred million isk in ships if you actively PvP for 80% of your game time, and that's when you're flying flying T1 BCs in fleets/gangs. If you're out solo in some T2 or Faction stuff, that number can climb much higher. So, no, you cannot just pay for your PvP with loot. We probably consume more isk-equivalent in ships per month than an average null-sec alliance player does (at least in sub-cap stuff), without the inherent isk-making of null-sec. The only way to bankroll that is with some sort of mechanic like FW missions.
Now, are there Bears out there running missions for isk? Absolutely. I know a lot of null-sec types that have FW alts just for running missions. I even saw a low-sec pirate that was scouting missions for his FW alt. So what? Without something like FW missions, those of us that are players in FW wouldn't have access to an isk stream sufficient to bankroll the level of PvP we're engaging in. So, yeah, there are people taking advantage of the mechanic. But, it, or something equivalent, is necessary.

Forgot to add: There needs to be a vp meter for system occupancy. No clue why there isn't one. It would focus at least a little bit of fighting to the systems close to turning.

Systems belonging to your faction gives small boosts (speed, dmg, point range, etc). Not too much as to make it broke, but not too little as to make it moot. |
