In Highsec players with a negative security status must pay docking fees.
When concord shows up they light a cyno, rather than teleporting.
Stations with significant violence outside charge a security fee on all trading.
When a pirate jumps into high sec they are fined.
High security status players must pay docking fees at pirate owned stations.
Autopilot warps to 0, refuses to enter lowsec systems.
Each stargate you pass collects a fee.
ISK collected pays out in mission rewards, if no ISK is available the reward is compensated with additional LP.

Some pirates might complain about that

No way, noobs and severly screwed characters would end up in a situation where they cannot continue. They should be free at least for capsules and noob frigates.
Anyway I don't like the measure.

Then the point of courier and mining missions is? Ah yes getting lp, but to get lp items you need money and the missions itselves don't give money so you cannot collect the reward. Say it clarly: you want to delete non security missions, right?

I like those...especilly concord showing up via cynos. it's like the police with sirens and flashing lights.

No, but their SS should take some titanic punt and time global agression (3days?)si if they ever do any bad action in that faction systems they know what's waiting them

Concord rather than teleport or cyno, should be able to insta target/jam/scramble single shot and pod every global at every distance from 0 to 300Km

Remove/change neutral rep. Neutral reps should get global aggression and be Conkorden/pod has well, after all is "HIGH SECURITY SPACE"

Same for low SS players in HS stations then.

Stations that experience significant violence should install more sentry guns and more powerful (i.e. non-tankable) sentry guns. And they should shoot any aggressor regardless of war-dec status.
Seriously, who the hell would put up with any violence, CONCORD sanctioned or otherwise, that would interfere with a high-sec station's stability, income, or just plain peace of mind?
Heck, I'm sure that plenty of capsuleers would consider a donation to the "Corporation X's Bake Sale for Effective Sentry Guns" fund as a good investment.
