When docked in a station they should also be in their docked inactive state. It seems kind of dangerous watching my ship spin slowly with the autocannon barrels spinning presumably armed and ready to fire.

Should be able to toggle in the ship fitting window (and if set to "docked" they should automaticaly deploy when you are in the ship fitting window).
PS, the rotating barrels on some AC models, should not rotate unless you have any targets locked, you'll just wear out the internal mechanical parts if they rotate all the time.

In the harsh universe of EVE, your ship must always be ready to fire. Even when docked.

Well, imagine a dreadnaught gun firing by accident in a station... I can soo see the havoc caused by pure structural damage.

Agreed 100% The guns should be hidden until you lock someone and are ready to actually use them. Also, the client should be smart about it, and determine the difference between an asteroid and a combat target and a piece of salvage. Meaning, your salvagers stay closed if you're in combat, and your other tractor remains closed until you lock something that can be tractor-beamed.

turrets should ALWAYS stayed dock until they lock on.
like in the splash screen.
