What's currently the best most efficiency PvE ship in the game? I hear good things about the Rattlesnake and the Strategic cruisers. Are the the best for missions and WH? Which one is better?

The best ship in eve is not widely known as being the best ship in eve, which is kind of interesting :) So people just pimp out a navy raven instead :)

There is no "best ship" for anything. Some are better than others of course but having that attitude will cause you to pick the wrong tool for the wrong job.
Generally the Caldari line-up tends to be the best for PVE. My preferred ship is the Tengu as it clears out L4s very quickly and can be customized for activities unrelated to PVE. The tengu also moves fast, which allows it to get to gates quickly and tank more damage. Downside of the Tengu is that it is a cruiser after all, and as a result will deal cruiser DPS which may not be good depending on what you want.
Another excelent choice are the Raven hulls, which is the Raven, Caldari Navy Raven, or the Golem (T2 Raven). They allow for massive damage at long range and can tank almost anything. The downside is that they are slow and if you have to move to a gate it might take a while.
You could also use the drake, a cheap, low skill PVE ship. You'll probably be running L3s in these.
The gallente drone boats can be used for AFK missioning but take in mind it takes a while longer.
...Oh and I'm the guy who founded the city between Eastshire and Westshire. Nobody visits it though. |

To give a more useful response... 'best' in eve is often a matter of opinion and depends on play style preferences and intentions. rattle is more semi afk, raven is more hands on. I personally prefer the swiss army ship of eve, the nighthawk, even tho I can fly many others.

Top 5 is pretty much Machariel, Paladin, CNR, Golem and Tengu. However Vargur and Nightmare are also definitely worth mentioning.
If you're stuck on gallente you won't really find anything clearing missions faster than the domi followed by the vindi and then kronos. None of them is recommended if you have the option of other races.
Of course you'll awlays be better off with multiple ships, no ship clears all missions the fastest which is why it's hard to define an internal order among the top ships. Typically you'll want something like Tengu, Machariel, Dramiel as a missionsetup. Parrots, commence!

IMHO there are three major schools of thought when it comes to mission running and each calls for a different type of ship to maximize returns.
Traditional
Run the missions with the intent to kill everything and exploit every last .01 isk. These runners tend to also come back in or have an alt with a salvage ship. They may even mine mission ore. The goal may either be to clear the mission quickly using the maximum amount of damage vs. the faction you are fighting or to run the mission semi afk in an over tanked brick. Bounties and rewards take precedence over completing the mission quickly (i.e. blitz).
People who mission this way tend to use battleships. Best ships to use depends on the faction you are fighting and the range from which the encounter begins.
Hybrid
Run the mission with the intent to kill everything quickly. Looting and salvaging may occur but only battleships and only as an afterthought at best. Player is focused not only on maximizing returns from bounties but also in generating LP efficiently at the same time. Complete the missions fast and get another. This is the type that often refer to what they are doing as blitzing even though it is not pure blitzing.
People who run these types of missions also prefer battleships although you may find that command ships and T3s are useful in missions with many cruisers. Best ships to use depends on the faction you are fighting and the range from which the encounter begins.
Blitz.
Take only missions that have a fast rate of completion. Kill only what is needed to complete the mission in an efficient manner. The focus is on LP returns.
People who run these types of missions prefer T3s. Best ships to use depends on the faction you are fighting and the range from which the encounter begins Tengu.
I think one has to consider the style of missioning in order to choose the best ship for the job...or maybe I is just drunk.

In terms of missions, as long as you're fighting Sansha, Blood or otherwise EM-weak rats, the nightmare takes the cake. The machariel and dominix are very good competitors, and have more flexibility in damage types. The vargur and paladin are fantastic as well.
Despite all the hype, I find all the raven-variants to have relatively low dps and tank, as well as a slew of problems dealing with smaller ships and defender missles.
In terms of price effectiveness and flexibility I can't recommend anything more highly than the dominix. It's a "basic" BS, yet with a proper gank setup it can push out as much damage as a marauder. The same ship can also be refit for a fat, lazy tank if you decide you want to afk some missions. The navy domi isn't necessarily an upgrade, due to the loss of calibration which means no second sentry damage rig. You have to decide for yourself whether it's worth it, it will depend on your playstyle and preferences more than anything.
As far as the rattlesnake goes, it's essentially a domi with a fatter (shield) tank and missiles. This sounds nice, but you get into all the travel time, signature and defender issues other missile ships suffer from, meaning the dominix is generally more efficient for missions, as well as cheaper.
All the strategic cruisers can chew through missions easily, but they also all suffer from the same problem, they can fit too much tank, but not enough gank. They're really fun to fly, but not the fastest by far. The tengu is generally the best of them, but even it has lots of trouble breaking 1k dps, and even reaching that far sacrifices nearly all of its range.

The rattlesnake is far, far far from being "the best" PvE ship. Depending on what you are doing, I'd pick these 5 as some of the very best
Tengu
Mach
Nightmare
Golem
Thanathos (and the Nyx for the ultrabears) ...Then when you stopped to think about it. All you really said was Lalala. |

Missions? Check. Wormholes? Check. Anomalies/belt ratting? Check. Incursions? Check.
What more do you need? It literally does every PvE aspect of EVE the best together. There are some ships slightly better for missions and anomalies. But for Wormholes and Incursions, you can't beat a Tengu or a gang of Tengus.
So best all around PvE ship is the Tengu.

Nightmare is one of the best if you arn't fighting angels. A nightmare will out kill almost anything vs. frigates in most mission.
The Tengu is pretty darn solid for everything, a bit more vulnerable to suicide ganking tho.
The mach has questionable targeting range for mission.
The paladin either has decent tracking but crap range and almost all em or crap tracking compared to the nightmare.
The golem is short ranged compared to the nightmare.
The rattlesnake/dominix are pretty crap compared to a tengu or nightmare being flown well. You'll hear how much DPS they both do but it is an EFT joke.

Most people will dismiss this as a troll but the simple truth is running sanctums in an Avatar is the best isk per hour PVE wise.

I don't know which is best, but my mission running alt has 3 ships. Tengu, Golem, and Nighthawk. The Nighthawk I use for running missions semi-afk, with a huge passive tank, I can warp it in, get full aggro, and just lock and shoot at my leasure. The Golem requires me to pay attention, and manage the XL booster, but it's massive DPS raypes. The Tengu is probably the most fun way to run certain missions. That's about the extent of my knowledge on PVE.

I fly marauders, cnr, tengu, nighthawk, sni, amarr bs, whatever, and they are all different and best at certain roles. It often depends on mood and objectives, blitz, clear, semi afk, etc.
I use the nighthawk mostly as it's easy to do other things at the same time, but not everyone can or wants to put the skill investment into that one, and it is a ship, like many, that really shines at all appropriate lvl 5 skills. I help others mission when they need it, so I just take that ship and it will do anything that needs to be done, and at a reasonable price. Single fit, fly and forget.
The tengu is nice as well, but it is a different sort of ship. A t2 nh will tank any mission in the game, while you will want to spent a fair amount of isk on a tengu to get that sort of tank (if you wanted it), and the fully skilled nh has about the same or more dps as a lvl 4 (subsystem) tengu, and you get drones with the nh which can be useful in tight spots. So for many pilots and situations and styles the nh is 'better'.
Tengu will do more dps than many at lvl 5, is quick and agile, but then it still has less dps than some of the heavy hitters which pilots will prefer to use. So if you want to smack a mission down fast, a rigor fit CNR might be your cup of tea. Want a bit more afk and love drones, you fly a rattlesnake. Tengu certainly can be fun to fly, just watch those webbing frigs and carry precision ammo :)
Horses for courses. I suggest the OP fly a few of these over the years in eve as it keeps the game fresh and fun. Always nice to look at the hanger and wonder what ship you are going to kill stuff with today :)

I'm finding it hard to leave my arty Mael. She does every lvl 4 mission so far with ease, and is a less of a gank magnet then the Mach or Nightmare.
When I'm tired of shield tanking, I switch over to my trusty pulse Legion, which also runs everything easily. I burnt out on missile spamming long ago.

For lowsec/0.0 work, you can't go far wrong with a Thanatos if you're careful and have decent intel channels. A Nyx is better, but efficient (in terms of cost/reward/tears when it's awoxed) it most certainly isn't.

I'm was making 20 mil/hour, with only 1 mil in skill, flying a Drake + Noctis. Everyone should start with a Drake.

Its pretty standard to fit 2 faction tracking computers on the paladin and with that, the paladin has almost the same tracking as the Nightmare. The advantage of the nightmare though is that you can easily fit an afterburner, cap booster and shield booster wich is a pain on the paladin.

For wormholes id say tengu - combination of low mass, decent dps, great range and strong tank + rr is great.
For missions - nighmare, machariel are on top for blitzing, marauders not far behind, tengu is on top for unprobable missioning in lowsec or 0.0, rattlesnake is just ultimate lazy afk boat.
