Yes you can! But NPC cap recharge rate sucks, so you can't do it for long.

NPCs start with a fixed amount of capacitor. Once you drain it, it doesn't regen. Some NPCs apparently will stop repping or jamming if you NOS/Neut them, but I haven't been able to find any that change their behaviour.
Typically in missions you would use two or three NOS, and apply them to the targets you're in the process of blowing up. This way you won't run out of cap, since the NPCs will be dead before you've drained them.

This is a misconception. Regular NPCs have two cap banks. One you can drain, the other you can't. So you can get free cap by NOS'ing NPCs, but you can't incapacitate them that way. I am not sure about Sleepers, but I imagine it works the same for them. ----- Malevolence. is recruiting. Dive into the world of 0.0 !

Yeah I dont think you can NOS/Neut rats to stop them repping or jamming you.
I have in the past used a NOS on a raven while running level 4's I must admit the cap benefit is marginal at best, Id almost go as far as to say I didnt really see any cap benefit at all.
I guess if you've got a high slot you really cant make better use of then yeah, why not? Otherwise dont bother. As for sleepers I cannot comment about those.

I think I've seen a devblog or somehting that stated about reduced chance of NPC getting rep cicles if NOSed/neuted and that it depends on what size neut you use... so it kinda affects them, not too much, ofc.

That works MUCH better with frigs, but generaly: yes, you can find better use for that slot if all you do is PVE... |

I used to run a setup which was only stable with a nos running. Since it ran stable for more than 10 minutes having the nos pointed at the same target I'd say they do regenerate.
On another setup I figured that wwo nos on the same target didn't get more out of it and also having an undersized target did net far less cap.
