Remove people from local when they have been idling for more than maybe 30 minutes. Do not remove their ship from scan if they are in space.

As long as they fine tune it so people with 1 monitor running 5 accounts makes each client go inactive and then re-active in local when the focus is returned to that client and the mouse is moved.
And the same for someone with 5 accounts and 5 monitors - So they can sit there and watch all 5 clients but the second their mouse moves into one of the clients it sets them as active again. If they leave it afk and not touch/move the mouse over the clients still let them go inactive/dissapear - you shouldent be talking important stuff in local anyway.
I'm 100% for this as a workaround/solution to AFK ppl. It takes absolutely no skill - and a 10 day character to move into a system - cloak then AFK. At least then they'd have to sit at their PC and do something every now and then - Or risk getting banned by using 3rd party apps which make them seem active.
