IÆm a Caldari flying Amarr ships (love the Harbinger) doing level 1 missions for Gallant Federal Intelligence Office Agents). Should I just roll anew and start an Amarr? Do Amarr missions .. for Amarr Agents. Do I have a chance to ever see level 2, 3 missions for Federal Intelligence Office?

You can fly absolutely any ships you wish regardless of race. In the end, the only thing that your race effects is the ships you start out with, unless you are an avid roleplayer.
The majority of players will cross train to be able to fly most, if not all race ships... so honestly there is no need to start over.
Keep gringing at the missions! At first it seems like it goes really slow, but once you get a hang of it the speed will pick up! This is true for all factions missions, regardless of your race. The connections skill will help a bit with your standings!

Don't be confused, I'm Amarr flying Tengus (Caldari ships) and I also mission for Core Complexion (Minmatar corp) and Sisters of EVE (Gallente friendly). Your race and faction don't have any impact on your gameplay at all.

I have run missions for all four of the main factions, and I have flown ships of all of those factions.
If you want to get to level 2 missions in a hurry, train a few levels of the Connections skill and you will have instant access. Working for higher level agents will increase your standings faster, so it won't take long to get to level 3 agents once you start working for level 2 agents. However, be aware that there is a noticable increase in difficulty between combat mission levels.
Also, by working for agents in Amarr space, you are more likely to get missions against rats that are weak to damage from lasers. All four factions have agents in Amarr space. Therefore, you can still work for Gallente, but you might need to work for a different corp within that faction.

The only thing you need to keep in mind is that if you run lots of missions for one faction you can **** the other one off and their navy will shoot you in high sec.
So for example, if you run lots of caldari missions some of them are against gallante and minmitar factions, and running lots of those missions can give you a bad standing to those factions, and if its gets bad enough their navy will start shooting at you.
Its not too much of a big deal as firstly, the faction navy dudes are terrible - not at all like concord there is not insta gank etc, they are easy to get away from. Plus you have to run wuite a few missions to get it as bad to the point where they will attack you.
That being said its a very early advanced warning.

I would like to add to the above that simply running missions will never drop your standing below -5.0 so you will never be shot at because you ran missions for the enemy faction.
Shooting at that factions ships will! So if you avoid all missions that involve shooting at another faction (you can spot them by the faction logo), you will never be in trouble in highsec from NPC police. _______________________ The best thing in EvE is Barrage M. |

Yeah, the game doesn't care at all who you are - it only cares what you do.
Thus, for example - if you blow up a lot of Amarr ships while running missions for Minmatar agents then your standings with the Amarr can get low. Look in your Standings section on you Character Sheet and see which factions/corporations you have bad standings with. It's common place and largely meaningless to have bad standings with pirate factions - unless you want to go down to their area and run missions for their agents. But if you are operating in an area belonging to one faction and running missions where you blow up their ships - your standings can drop enough to cause you a problem with them.
There's a little symbol in your Mission Briefing for any opponents you might have. Unless it's a yellow circle (which means mixed and usually is Mercenaries) you can put your mouse pointer over that symbol and it will tell you which it is. You can also right click on it and do a show info on it. That will bring up info on that faction - which should include a Standings Tab where you can see how you stand with them. If you don't want to lower your standings with that faction - you can turn the mission down. You can turn down a mission for an agent every 4 hours without standings loss with that agent - if you turn down a mission more often than every 4 hours - it will hurt your standings with them. You can however - run missions for any other agent during those 4 hours and turn them down under the same basis without hurting your standings. Just don't turn down more than one mission in 4 hours for the same agent.
EVE has 4 factions - split into two sides.
The Gallente like the Minmatar, hate the Caldari and dislike the Amarr. The Minmatar like the Gallente, hate the Amarr and dislike the Caldari. The Amarr like the Caldari, hate the Minmatar and dislike the Gallente. The Caldari like the Amarr, hate the Gallente and dislike the Minmatar.
If you do missions that help you with the Gallente - they will help your standings a little bit with the Minmatar but will hurt your standings with the Caldari and a little bit with the Amarr. This happens even if you don't blow up any of their ships but it is gradual. Blow up their ships and your loss of standings with them increases. Blow up their structures (so I've heard) and it increases a lot.
If your standings get bad - you can find a level I agent for that faction and run missions for them, bringing your standings back up with that faction. Your Diplomacy Skill can help with those standings.

Derived standings loses stop at the standings relationship between factions. When working for Gallente, your standings with Caldari will not drop below the Gallente factionÆs standings with Caldari. Likewise, when working for Gallente, your standings with Minmatar will not increase above the Gallente factionÆs standings with Minmatar. None of the empire factions have a standing of less than -5.0 with each other, so you will not continue to lose standings through derived standings changes once you reach that point.
Pirate factions have lower standings with the empire factions, and therefore it is possible to continue to lose standings beyond -5.0 with the pirate factions through derived standings gains with the empire factions. It is also possible to continue to lose standings through direct standings losses. The primary means of direct standings losses is killing that factionÆs NPCÆs.

Definitely not this! Running missions for Sisters of Eve will hurt your Amarr and Caldari standings, but only very slightly. The derived standings change is proportional to the standing relation between the factions and the comparative size of the factions. SOE is a minor faction so it has a minor impact on standings. SOE has slightly negative standings from Amarr and Caldari so it has slightly negative impact on those standings.
