Moving it out of empire=good. Out of lowsec though, I dunno. I don't think any change that takes content/ISK making out of lowsec will be too good considering it doesn't have much going for it as it is.
Also, I don't think it will help small gangs too much. Most of the ice mining operations in 0.0 are botswarms (or one guy with 10 monitors and a hair trigger on the PC powercord) ---

The only thing I see removing ice from hisec will do is cause fewer people to have towers, which would hurt the economy a lot

I've got to agree with Aleks here.
Making ice a null-sec only commodity will only service to further fatten blob wallets, not to mention being a stealth-nerf to W-Space. Those of us who choose to live there almost exclusively would be forced to buy our fuel at grossly inflated prices for the benefit of Null blobs.

Null Ice exclusivity: If it was combined with leadership accountability for botting/macro'ing.
Would get all null CEOs and executors banned within a month .. shame about isotope prices but 'meh'.

Living in a c5 or c6 is already a major logistical undertaking, and if all ice becomes available in null sec, what will happen to the market in HS? Prices increase by 400-500% maybe, depending on if the null sec alliances want to move the ice back to HS.

I actually like the idea of having ice be a 0.0 only commodity. 0.0 miners (and there are plenty of individuals who are 0.0 miners) make less than High sec mission runners per hour, even when hitting ABC's. I really don't see it though as a way to fix 0.0 mining/industry. The way the T2 tree works it's often times more beneficial to do your invention in highsec using a dummy corp and then jumping the bpc's out to 0.0 which then just adds on costs to the modules price when you go to sell to alliance mates. I think the real way to help out 0.0 miners and industrialists is to fix the t2 tree. Tech being in high volume in a small amount of space is a horrible way to make alliances fight, we would be much better off with tech and other bottleneck resources spread out across the universe, but not necessarily prominent in certain regions. I don't live in Jita, I don't want to be tied to its market because I can't get xyz resource where I live (or relatively close enough to fight over it.)

I'd love this to happen but there would need to be some compensation to fuel requirements.
1) All ice based fuel needs to be reduced to 1/4 or 1/5 of it's current costs. 2) All ice based fuel needs to be slightly increased in size to match this. 3) Fuel bays would need to be reduced in towers and capital ships.
And keep it in low sec.

0.0 ICE I feel in the long run will encourage more movement of pilots from high and low secs to 0.0 more fights interaction with enemy more protection its a win win situation but the value has to be right otherwise no one will bother. |

removing ice from high sec will do 2 things:
1. It will jack up all isotope, and heavy water prices across the board again causing almost all moons to become non-profitable like when PI came out and it cost more to run the pos than it did to use it. It will be the death of all moon mining except thoise rare few that PL or NC. or whomever hold constantly that rake in the big iskies.
2. Will give those HUGE alliances that hold tons of null sec systems more isk to exploit from the empire players because almost noone will ice mine in low sec....like hanging a wounded bleeding rabbit around your neck and taking a leasurely stroll through a wolf den. In low sec huge allliances would be able to protect the alliance ice miners.

Yeah if you think people will actually waste their time mining ice in 0.0 so they can be ganked by whatever rolls by, you are sadly mistaken. The days where you had fleets protect/babysit miners have been over for a LONG time. Why? Because its a ******ed way to spend your time in EvE.
Right now high sec ice mining is the only thing keeping the economy going. No ice, no towers. Think about it.
So yeah, this is perhaps THE most ******ed idea i have ever heard.

Not agreed. Best ice is in 0.0 only. And poor ice is in high- low- and null-sec. To remove even poor ice from empire means to bring disbalance.
If you want to manage problem with macrominers or bots or make less poses in whole Eden, just do it on another way.

Move ice out of high sec????? You are joking aren't you? It is a terrible idea. Mining ice is one of the few things a noob can contribute to a substantial corp that spans high low and 0.0! Been there done that. Noobie Missioning is worth less than nothing to a corp with wide spread interests. New players are often a drain on their corps for a while. Ice mining by junior members saves the plex runners game time. Ice mining in contested systems is often chancy

It'd make 0.0 more interesting. It would break all empire POSes. I mean, if they added it to exploration sites and things, that'd be fine and interesting, but if they just took away the delightful safe hisec ice all empire POSes would disappear. It's already a close call, trying to complete with nulsec POSes and their fuel reduction but its manageable in certain situations.
Lowsec ice would very very rarely get mined because cycle time is so long. The only people that could do it are people with a HUGE pvp wing with the ability to thrash every other local group willing to sit, unafk, for hours doing nothing. Everyone else would have to warp their miners to safety when crap came in, and get 0 ice from a 95% done cycle.
