What happens to all your skills when your account goes inactive? (i.e.: subscription is not renewed) Do you have to relearn all your skills?

They still train for a bit... something like 24 hours, I think. Not sure if queue works tho.

Skills continue to train for a 3 day grace period when your subscription expires, to allow you to resub without disrupting your training plan.
After that, your training queue goes inactive, all your trained skills remain as they were.
As per the EULA, CCP are only obligated to keep inactive accounts for 6 months, however in practice, no accounts have ever been deleted due to inactivity, as far as anyone can tell - players have come back to 2003 accounts and been able to resub them just fine. --- ISD IonCharge Lt. Pure and simply, it is in CCP's interest to keep inactive accounts for as long as possible, so as to welcome back returning players after years of absence, and the only reason for deleting old accounts is database server space (which is unlikely to be a problem, as data storage keeps getting cheaper and cheaper), or a system failure, like of accounts inactive for more than 6 months (or any other longer period of time) are compressed and moved to a special backup server, which is then itself not sufficiently backed up and protected; but I consider that unlikely as well.
