Yes.
Not the creation of new skills, or a boost to training time. I wouldn't pay to inject 100,000 SP into my head to assign to whatever skill, or a temporary boost in training speed, because that's an action I do not support anyone having access to, in the interest of fair play between the rich and non-rich.
What I would pay for is to have my skills completely refunded, and then assign the resulting SP into whatever skills I want, like the Learning Refund.
For me, this is industrial skills - Mining, Manufacturing, PI, and Gallente Carrier and Battleship. This comes out to, a quickly counted total, of 5,837,311.
And let me be perfectly clear that I would not expect an ISK refund on skill books erased. I imagine that would be something of a fair trade for this otherwise entirely beneficial action.
What would I pay for this? I don't know. Two, five, ten dollars per million SP? This comes out to $10.80, $29 or $58. I imagine there are people with more, or less SP to remap.
The questions are, would this cripple the character selling market? What would be the cooldown on such an action? Would it be more balanced to force people to wipe and reset entire groups of skills, or indeed everything?
Again - I would not pay to have free SP appear to be assigned, nor a boost to training time. I want to move SP I've already trained for into something I'd use.

This is not a good idea..and it make even less sense lore wise.
Revolving skill points reduce the value and diversity in training. "No longer does it matter what you study..or what you've planned or what your goals are. You don't have to be judicious with your time.. because it can all be changed if you have the cash.."
This is a game changer that most pilots do not like. I vote "no".

I like that idea, especially when newbies trained skills which -in the end -they not really need. I don't think ccp will do it, however, because it will shorten the timespan of training.
