In the UK final year undergrads typically write a dissertation (c. 10k words in my last department) but the term is also used for MA, MPhil and Ph.D. research papers (although the doctorate is more commonly referred to as your 'thesis', at least in the humanities). The common point is that they are all pieces of original research rather than normal essays or papers. Despite the technical use of the term in the states the origin of the word makes it suitable for the broader application common in the UK and there seems to be no reason other than custom for connecting it solely to the doctorate in the US.
Edit - However, I doubt the OP is British as UK universities don't typically use the alphabetical grade system, preferring to use a bizarre percentage system where the top mark is in the 70-80% range (a 'first class' mark) and the 80-100 range is almost never used. Equally a fail is anything below 40% so really there are only 40-50 percentage points in play.

magister and diploma have been phased out in favor of the Bologna bachelor/master system.
