In a corp I was told to equip this to my Hulk:
Conjunctive Magnetometric Eccm Scanning Array 1
What exactly does this do for me?
Make me harder to target?
Trying to figure out what to put on the ship to make it harder to target or just give me that little few second window to warp away if needed.

it keep you from being jammed by ECM
you make you harder to target you need a sensor dampener as it lowers the target's scan resolution adn thus makes everything take longer to lock
that catch is that sensor damps are a targeted module themselves, you'll have to lock them before they lock you
sensor damps are also considered hostile so you'll get concorded unless they are already flashy red

Your best bet is to constantly fly aligned to something. Find two celestials and switch being aligned between them while keeping the asteroid in range.
If you spot someone land on grid, warp away. Due to being prealigned, the warp is instant (within 1 second of issuing the order, due to EvE accepting orders in 1 sec intervals). _______________________ The best thing in EvE is Barrage M. |

You will probably never have time to warp away in a Hulk. With perfect skills a Hulk takes 17.4 seconds to get to warp.
This is what I use. First for hisec, second for w-space.
The w-space one has a wstab which is sometimes enough for a single attacker. It has a huge penalty to targeting, but in w-space that doesn't matter as the asteroids are huge, so you don't have to re-target as often as in hisec. It is useless to use a wstab in hisec. The ECM drones sometimes also work to give you a chance to escape.
A fleet booster for Siege and Armor warfare (preferably with a mindlink implant) is helpful.

Ah I see:
I have just been using 2MLU's in the low slots and then whatever in the Medium slots....especially in wormhole space there really isn't anything you can put on the ship to tank it. Normally I am aligned to a safe spot so when I see a ship coming in, I hit warp and by the time he comes out of warp and begins targeting I am already in warp.

The ships you see coming are not a problem. If they get you, it was your own fault for not watching dscan. I think the closest I've come is to be entering warp just as they were landing in the grav site.
The ones to worry about are cloaky recons, strategic cruisers, and stealth bombers. Stealth bombers hurt far more in my experience, as a bomb and a volley does a lot of damage. Luckily though, SB's can't launch bombs or torp volleys especially fast, and ECM works well against them. You can fit MLU, but then you will never survive an initial volley.
Some people prefer to fit MLU for the increased ore, and accept that they will have a loss, and pay for that with the extra ore they are mining.
My fit has survived solo ganks, however the odds of survival rapidly approach nil the more ships that attack.

The only beneficial thing an ECCM on a hulk will do for you is make you harder to find with scan probes. Yes, it will help prevent ECM, but that doesn't really mean anything to you, because, well.. hulk.

Technically, yes. In actual practice, no.
Example: If I give you 0.01 ISK does that make you richer? Yes. Is it actually useful to you? Not really.
