I'm looking for advice.
I want to to find an entry point in to PvP. I don't have access to 0.0 so I'm guessing I'll be confined to low sec. I'm also positive alignment so no piracy for me.
What are my options? I like the idea of pirate hunting but apparently the bounty hunting mechanics are broken? So I would need to war dec to avoid losing sec status if they're not red?
I don't need advice on fits or pvp in general - just whether there is a viable way to get in to pvp this way and if so, how. It seems that the game mechanics are heavily weighted in favour of grief rather the giving opportunities for justice.

You didn't mention flying with anyone so I will assume you are talking solo, regardless the info remains the same for gang combat.
There is no stupid sec loss or GCC travel restrictions in 0.0 so that's probably your best bet. Everyone is a valid target in 0.0 since lawless space will suit your virtuous ways.
If you want to be anti-pirate in low sec this is possible, and you have the advantage of gate guns working with you at times. Fly something big and juicy and get yourself 'caught' by a pirate camp. Don't waste your time with station games and be prepared to deal with all the cheapest, lamest tricks in the book rather than ~fair~ fights.
Joining Factional Warfare will give you ample sanctioned targets, possible gangmates to fly with and some sense of community.
Simply engaging someone in low or null sec is not griefing. There are risks attached to those systems which everyone entering should accept and passing up on a target just because it is not an outlaw makes it much harder to find a fight in a game where solo roaming is already time-consuming. Of course, you mention not wanting a low sec status. You can easily offset the odd sec drop with a little bit of ratting if that's the only thing holding you back. ~~~

Everything else is pretty much spot on. Factional Warfare "community" is an oxymoron though - due to prevalence of spies in the default channels/fleets there isn't one really. Best to treat it as a free wardec and a source of (dubious) intel. OP may get picked up by a corp depending on his TZ/attitude but its not something he should rely on.

I'm pleased to get some great advice here from seasoned players.
I hadn't taken FW in to account so could use this to sharpen my skills before delving in to the murky world of wannabe pirate spanker. (yes, I know I will get my backside handed to me).

Why don't you think about joining RvB?
Two hi-sec corps constantly battling eachother....
There are no podding and we only occassionaly get a wardec, so really, its a safe place to practice and if you want to move on afterwards, easy simply as easy as quitting the corp!
We have just moved home to near Jita now and even though things were good before, it's really revitalised the corps.

FW is a good place to get PVP without the sec status concerns (though there are other complications, you will probably lose access to the enemy high sec forever...unless you do NO missions or plexs). Unfortunately Othran is right, the community has really gone out of it on the Caldari side unless you are in one of the recognized active corps...It used to be I could Call for Xs in the militia channel and get 20 guys together...a year later I can barely get 2-3 from the gen channel...but if you do get into one of those active recognized corps...pew pew :)

Well, I'd offer the Bedlam Boys to help train, but since we're high-sec pirates I doubt your white-knight syndrome could handle us :)
Anyway, RvB is always good or FW. Or find a merc corp that trains newbs, they'll get you experience without the lowsec worries like constantly watching your back.

Easyest way into PVP.
sit on Jita undock, and shoot reds in yer noob ship, or something with decent a locking time.
Try a little faction warfare.
Join a nul-sec alliance, they need ratters.
get in fleets.
Become a scout, then FC.
Hunt.
Everyone will make a mistake once, be there.
