I've been toying with the idea of taking a small piece of the lore, something that was only mentioned once or twice in passing in news blurbs several years ago, and fleshing it out in-game and on the Evelopedia.
My hope is that it catches on, and I succeed in turning what seems to be a forgotten thread into a living, evolving story that takes place in the Eve universe, with active participation from lots of other players.
Is there anyone I should communicate with beforehand to eliminate the possibility of stepping on anyone's toes, or conflicting with planned future lore? Several days worth of relatively careful research has turned up absolutely nothing on the thread I'd like to pursue. No public fanfic, no tangential references in chronicles or IGS forums. I've been involved in this kind of thing before, so I appreciate the careful balance required between allowing roleplaying participants in a world to add to it, and letting them hijack an avenue left open for future use.

I think that is a very good idea, I make regular contributions to the Evelopedia, some of it is along similar lines. I think the key is make clear in the text which parts are based on the LORE and which parts are 'Capsuleer speculation', most of which I take from forum posts.
The main way avoid serious issues is do not present your own elements as facts of LORE but do it in an RP way and you should be OK.

Fleshing out the past via the Evelopedia is one thing, but when it comes to creating in-game events and interactions, there's no room for calling it speculation. It happened, characters lived it, and those characters are now in the game.
Take for example the news stories last year about the performance of the stage play "Plantation". Were I to create a character now that was interviewed in one of those news pieces, say Jaken Lagos, who was the director of the play, is this permissible? I could assume that that character's story is over now from the perspective of CCP, but can I pick it up and give him new life as a capsuleer?
There are so many possibilities that I think could be ripe for storytelling, but again I want to tread carefully.

This is good advice, but I'm wondering if there's leeway for exceptions where the NPCs in question were exceptionally minor, or only referenced in passing, and that some time ago.

I would avoid the director himself and also the star as the key focus of your story, but by all means mention them, but say another cast member, producer, stage hand, media culture critic, or even the story of a stalker of the star or producer would all be fair game in my view. In the general case, major named NPC's, agents and other capsuleers (unless you have their permission) should be avoided.
The key is to avoid anything that might be regarded as Twinking.
Though that doesn't stop some people, about year ago somebody claimed to be Kuvakie's long lost illegitimate son. Most RPers ignored him, a few treated him as if he was a deluded mental patient, now if he had run with that idea it could have been quite good development that would have entered into the RP lore, but he just disappeared. So be sensitive to RP hints from others.

So the moral of the story is, if you're going to take on the role of something or someone significant, you'd better actually do an interesting job of it.

Of course, there's still the matter of ensuring that the role I plan to take on doesn't currently interfere with the future story plans of anyone at CCP.
Who do you recommend I speak to about that? CCP Dropbear? The ISD IC crew?

I think a good current example of a player weaving game lore is Hilen Tukoss-Hnolku?.
Some other characters of players that are skilled (better than I) and worth watching for are, Revan Neferis, Jade Constantine, Roga Dracor, Seriphyn Inhonores.

Not to say that I have no experience with roleplaying, quite the contrary, but every environment is different and it's good to get a sense of how the current swimmers play before jumping into the pool.
