So here's my idea for improving Black Ops, and making them far more useful than they are currently.
1) Let them use the Covert Ops Cloak.
CCP gave in and let the Bomber use it. Just accept the fact that the Black Ops is part of the CovOps family, and let it use the right cloak. This alone would greatly improve the usefulness. No longer would you have to stick out like a sore thumb as you warp through space.
2) Here's where the "black" part comes in. Give the ship a gang bonus, handed down through fleet leadership positions, which removes subordinates from Local. Either a role bonus of the ship itself, or with a unique ganglink.
So long as the BlkOps pilot has Leadership trained, he can occupy the Squad Leader position. Then everyone in his squad, in the same system, will be removed from the Local roster. They can still chat in Local, but they're faces won't immediately populate the list when they enter system.
And if the BlkOps pilot happened to have Fleet Command trained, he could pass the bonus down to the entire fleet. Once again, only those members under him, who are in the same system. But this would provide a very useful tactical advantage.
Making it a ganglink would make it more "fair" since the BlkOps would have to decloak to provide the bonus. While making it inherent would make more sense, since it could stay cloaked.

2) According to CSM minutes, local intel is being revamped so its probably best to wait what comes out of that.

People want to use them to ninja rat rather than PVP. Mostly because they are pretty bad at both. It would be nice if they were more useful. I'd prefer PVP though.

Care to share?
1) Generic cloak usage + cloaked speed boost + no targeting delay = Warp visibly to grid, then cloak up. Should the target arrive out of range, motor closer before dropping cloak and firing.
So I get there first, and hope my prey comes to me.
2) Covert Jump Bridge = The ability to send other troops spies into battlefield.
3) Covert / Generic Jump Drive = The ability to follow spies/troops into battle. Of course, unless there's a cyno back home waiting for you, you're going to be visible the whole way back. While your CovOps compatriots can cloak through all the camps along the way.
So yeah... looks like a Black Ops should get -close- to the battlefield. Then send a Recon ahead to light cyno. Then he sends more CovOps into the fray. Finally, he turns around, and goes home.
