So the fact a non-stationary target is missed can clearly be contributed to the fact that tracking is done by the ship, not the gun?
Other than that, I agree Gallente need a revamp as a whole - not just their guns.

No - it's because webs were changed from 90% to 60%
Web bonuses are a ship bonus, which all gallente ships should have, not just the hybrid/pirate ships.
If you gave the guns a tracking bonus, then you would unbalance any ship that wanted to fit hybrid turrets - get it? You change guns and you change ANY ship that fits them.
Leave the guns alone, change the ship bonuses to affect PvP using Gallente ships:
Web bonus MWD bonus Agility/inertia bonus
That would fix the guns, without needing to fix them.
This is the fundamental problem with the argument - CCP will tell you that the guns are fine, because they are absolutely correct - the problem is they cannot be used on anything but a stationary target at optimal. And when they do, the stats tell you it'll destroy anything on grid.
Because of the Gallente Nerf, the stats are meaningless, and I am going to sound like a cracked record until they change the ships.
I cannot be moved on this point. Or rather, no one has ever been able to convince me otherwise.

Drone-spammunition: Upon impact, each shot deploys a drone (lights for frigs, heavies for BSes) which orbits the enemy and begins attacking them. 8 grouped guns will create 8 drones. These are normal drones with normal DPS, which last forever unless popped. After 10 cycles of your Catalyst, there will be 80 light scout drones orbiting and attacking the enemy.
Electronic Counter Measunition: Each shot deals multi-spectrum ECM effects equal to the size of the weapon. 1 for small, 2 for med, 3 for large. Your Hyperion will dish out 24 multi-spec jamming strength every cycle. In addition to this, there is dps equal to 70% of current blaster strength.
Impactunition: Primarily for railguns, each shot has enough force behind it to knock the enemy off-grid and deal about 50,000,000,000% current railgun damage (So, about 18,000 alpha) If 10 of these shots hit a target at once (bring a friend!), the target is knocked into the next system. In order to balance this weapon, the users will receive 3 killmails for each enemy they knock away. We don't want this to be unused!
Explodunition: Firing this charge at an enemy instantly detonates all ammunition in their cargo bay at once, inflicting all of the ammunition's potential damage.
I-was-therunition: Each damage point, divided by ship's EHP, you take increases your "GALLENTE PRIDE" meter by about 5%. Once full, you press the "EVE IS REAL" button and MWD towards enemies at 50km/s. Bumping into the enemy deals about 1k alpha damage. Then your blasters begin firing 8 times as fast, each shot dealing 8 times more damage.
Webunition: Each shot 90% webs the target, and transfers the equivalent of their maximum unwebbed velocity to your ship's engines. Once your ship is moving at 2x its current speed, all incoming speed is transformed into armour repair, courtesy of science.
Bombunition: Each shot of this railgun focused type detonates with the strength of a Shrapnel bomb. In addition to this, it creates a miniature singularity which pulls all nearby ships towards it in an implosive effect. 8 railguns = 8 bombs
Hybrid Turret Integrity Nosferatu Repair Absorption Transferal Ammunition: Each damage you deal to the enemy repairs your ship accordingly. Damage their armour, get armour. Damage their shields, get shields. Also drains their capacitor, velocity, locking range, max targets, sensor strength and passive regeneration.
These fixes will put Gallente on par with Minmatar ships.

I agree, fixing the hybrid problem is not possible without looking at Gallente and Caldari turret-ships. Yet the ships are only half a problem. In theoretical situation a blaster might have enough tracking to hit targets at close range, but the issue is also with hybrids.
Rails have such a horrible tracking, even with tracking bonused ships, that a medium turret has troubles hitting a medium sized ship. Blasters have such a horrible range, that an enemy can easily kite you and wear you down.
But this is only part of the problem. I am not talking to some hypothetical 1vs1 situation balance. Encounters like these are extremely rare. The ships have be competive in a far more common fleet vs. fleet situation, which they certainly are not right now.
Blaster-range is certainly a problem, also tracking of all types of hybrids as well as capacitor use.

It really doesn't help that at extreme close ranges (blaster range) tracking calculations go all sorts of haywire if there isn't nearly 0% transversal. Thanks to weak unbonused webs and a flawed tracking mechanic, Gallentean blaster ships actually have an easier time tracking a moving target just beyond optimal than one that's directly beside them trading paint.

Lets see some action people, post in protest!
I don't want to see some massive buff and nerf fest going on, I just want to see Gallente as a viable race.
I want to feel the excitement again when you close range on someone and melt them under your blasters. Bring back the fear of keeping out of the range of Gallente ships.
What I hope doesn't come of this is that gallente will be preferred over other classes after some sort of CCP buff. I still love seeing a variance in ship types in fleets, I would just like to see more gallente ships being used, and more blasters being pew pewed at ships of interest.
