I've got +5 implants in intel and mem and I've skewed my attributes there as well for the past two months. I was planning on working on shield skills next to give me more options, but I wasn't sure if I should go for Elite Core competency for another 2 months or so.
My goal is to join a WH corp and this is my combat pilot. I have an alt covert ops explorer. It would take me about 57days from here to pilot a Tengu with a remap to Perc/Will once I get shield competencies. It would take me 121days to pilot a Tengu if I added in Eliete compet from standard. I just don't know how important elite core is.

Certs are there for guidance, nothing more.
I don't have elite core comp and I still won't after 3 years training. The skills required to get it there aren't relevant to Othran.
Train what you need, not what gets you certs.

Core Targeting Elite is considered particularly meh and won't help you with a Tengu at all. I know I wouldn't bother but some people love their neat skill sheets....

Amusingly I will have that cert soon - I need LR targeting 5 for Logistics 4 to fly a Claymore. Seems like a pretty tenuous link to me - wtf should I need logistics for a fleet command ship?
That leaves Energy Grid Upgrades 5 to complete the set. This is possibly the most useless skill a Minnie pilot could have :P

You are correct, Targeting Elite is well worth the train. Any logistics pilot needs it.
The only ones that I have left for the Elite cert are Shield Management V, AWU V, and EGU V. I feel these are only needed if you heavily fly passive shield tanks, intend to fly Dreadnought, or Marauders, respectively. The only gains you get for modules can be replaced with (relatively) cheap faction variants, and the performance boost is very minor.
Considering you could train an entire racial cruiser V in that time, or another T2 weapon system, or become a POS gunner, I'd say that if you have standard, don't worry about Elite. (This is coming from CEO of a w-space corp.)

Indeed they do and my logistics alt has that.
I fail to see why I require to train Logistics 4 to fly a Fleet Command Ship though. Its an irrelevant skill and the pre-req of LR targeting 5 is odd to say the least.

That's actually why I ended up getting it too. From there, taking Multitasking to 3 just made sense, though I have to admit it has its uses on its own as well.

RCU IIs and 1400 IIs seem to go together nicely.

It's there because fleet commandships are considered to be for fleet support role just like logistics so they share a common skill, just like field commandships are considered to be "DPS" and thus require HAC IV.
Or in terms of popular MMO-lingo; fleet command/logi = healer / buff bot and field command/HAC = tank / dps
