Admittedly, it's been a while since I've played. 3 years or so, to be precise. Have things really changed that much?
Call me crazy, but I got the impression that an FFA with a suggested Hull size was actually meant to be useful for testing. Call me naive, but I honestly believed that's what Sisi was for-- not building ships you'll never own, grouping up with a bunch of people, and mini-blobbing folks trying to get some real use out of the server. "Yay, we can 4 v 1 someone and not risk real ISK!"
I won't even get into DD's in "Cruiser Hull Suggested" areas...
But yeah. How long ago did it become so silly?

I think it was 8 months ago, rules were altered to allow FFA's to become suggestions only. Probably because too many ban requests were popping up here

Ahh, yes. The proper way to address a problem-- give it more and more leash, until it's acceptable.
I seem to recall Sisi being community policed when last I was around. Most people had some integrity, and everyone did their level best to keep each other in line.

You're forgetting Singularity is supposed to be "as similar to TQ as possible", so it's necessary to test that blobfest cluster****s are Working As IntendedÖ. :V

Yeah, I was discussing this state of affairs on Sisi last night with someone who said the same thing.
Of course that's also a pretty excellent excuse to give for not wanting (or being able) to deal with enforcing the old rules. Heck, that's what I would say!
If that were really the intent, the FFA's could be left alone and the Combat Zones turned into something of this nature. Not like you're getting any kind of real testing done-- the blobs are no more than 5-8 people. Maybe a small roaming gang-- except they're all in Nyx's and Avatars.
I don't really blame CCP, to be quite honest. It's a lot of unnecessary manpower to tie up, trying to keep people in line. I'm pretty much just lamenting the changes, and recalling "the golden days" when it wasn't like this. The server is still mildly useful, anyway. I got a few stand up fights, and you can pretty much figure what the outcome would have been had 3 Mom's not warped into your fight...

As long as both partys agree jump next door and fight. The rest of the server is only agreed combat now. Server rules have been updated and are sticked on the sisi main thread page.

I certainly blame CCP on this. People began to ignore the rules because they were not enforced and at worst a temporary suspension for the test server came and even that rarely.
Because CCP was initially reluctant to enfore their own rules, suddenly a lot of bored supercapital pilots with nothing better to do on TQ logged in, just to gank targets with their supercaps. Had CCP reacted quickly when the problem first appeared and expanded the suspensions also to TQ, the situation would have never gotten out of control.

What's really sad is that it's the same group of people all day, every day. With a small influx of folks who want to do some genuine testing, and find themselves blobbed by supercaps and then smack talked in local when they comment about it.
It's like Sisi has turned into a game unto itself, with absolutely no risk involved for a handful of lamers. And what really confuses me is like the hackers on a console game, they never seem to get tired of it?
Maybe CCP fears if they actually make the server useful again, these people will cancel their subs? After all, it's where they spend all of their time...

I'll take your word for it, and it definitely makes sense. Like I said earlier-- I've been gone quite a long time, and don't really keep up with the going ons.
Until I get a real box built, just piddling around on Sisi myself-- getting a feel for the new mechanics, ships, etc.
