If you're only ratting Blood Raiders in belts, then you may want to reduce your tank and fit more damage mods.
Some good choices are: -Cruise missile Typhoon -Cruise missile Fleet Typhoon -Torpedo/MWD Typhoon Fleet -Armageddon Navy Issue with or without MWD. Scorch makes both infinitely better
All my fits are basically the same. 2 reps, 2 damage mods, 3 resists, power relays and rigs to maximise the tank's stable repairing.

Personally i prefer the lighter ships for ratting like t3s, command ships, hacs etc. Good options are tengu, sleipnir or ishtar for example.
theres alot of good options for tech 1 battleships, any properly fitted amarr bs will do. Minmatar ships and gallente droneships will work just fine as well.

Assuming you have relatively safe space, a marauder is hands down the best ratting ship you can get. A Paladin or Vargur is a great choice.
On the other hand, you can ray successfully in any BS. And it doesn't take a dual-rep, cap stable tank. In fact, BR's drop so many cap booster charges, it also seems strange not to use a burst tank with cap booster. Any Amarr or Minmatar BS, or Dominix or Raven are fine affordable choices if T2 fit. --- This doesn't even seem to be a regular case of rats fleeing the sinking ship. Something like this, maybe? Sanshas keep a little bit more range, so I'd use a Tachyon paladin there.
