"Bounty Hunter" - sounds kind of exciting
If this topic interests you please add your own ideas or re-add old ones. Thanks
OK here goes:
1. Bounties could only be placed by the player who had been pirated / cargo container stolen 2. Kill rights become transferable to the Bounty-Hunter wishing to collect the bounty 3. Stolen cargo container aggression timer is extended 4. In order to be a Bounty-Hunter one must join a game corp(?) similar to faction warfare 5. Create a Bounty-Hunter only module which is a cross between warp-disruptor/scrambler and interdiction sphere. The inderdiction sphere works only on pods and is attuned only to those with bounty/killright on them. The inderdiction sphere has some kind of cost to the Bounty-Hunter that is it must be used at the proper time and consumes some kind of resource. 6. The pod is not "podded" but is hauled back to a station with "prison office" within a given time period (say 15 minutes) or the pod escapes. 7. Bounty-Hunter collects bounty. Pod is confined to quarters for some period of time depending on the number and type of crimes. Maximum time confined 24 hours perhaps.
Pirates think of all the juicy wannabe Bounty-Hunters coming to take you in.

That actually sounds like a good idea.

I think this had been discussed many times before as some pirates place bountys on them selves either because they think its cool or to try get people to attack them. Never the less it should be brought in regardless of wether people go for the rest of your idea.

Kill rights should be transferable but both parties should not still have the bounty. You get killed and put the bounty up on the market it should no longer be in your possession. Pirates should also be able to quickly see how many bountys are out on them and which players have them, or if there on the market.

I don't see how this factors into the rest of your idea, adding a bounty doesn't take long.

Makes sense I suppose, although I am a little biased as I think people in NPC corps should be heavily penalised.

This seems amazingly over powered unless it is incredibly expensive, requires a heap of lvl 5 skills, is resource intensive and requires an extremely expensive fuel. i.e costs 500mil + 200mil per activation and is chance based on working. Or maybe even make it a burst module.

I would say reduce the 15 min to something like 3min or maybe even less and start the countdown the second the ship is destroyed, this means the bounty hunter has to wait until the pirate is in a system with a prison office.

I would reduce the max to 6 hours and say that the pilot is confined to quarters but can still do other stuff such as play the market and so forth.

If this was brough in I definitely see a huge influx of bounty hunters, this would be a lot of fun for both the bounty hunter and the pirate. Bounty hunter is going up against someone may very well be an expert pvper, and the pirate has a constant stream of pvp with the added worry of being locked up for 6 hours.

On the **** That for 24 confined to quarters maybe I agree with you. Confined wouldnt really serve a purpose the only reason I thought of it was to discourage hauling your own ass back to station. Ok one "**** That" and I dont really disagree with you either.
The bounty-hunter module is over powered. But its purpose was to make the capture of pods possible. Correct me if I am wrong but isnt it almost impossible to capture a pod. I used to just start clicking warp like made when I was in a pod and they couldnt target me fast enough. To balance the overpowerness of the super module it is intended to be impossible to pod the captured pilot.
This was good for bounty hunters perhaps. What would you pirate types want in return?

Totally agree, pirates collecting their own bounty's is silly as it makes the whole system useless. How about, the only person that can collect the bounty is the person with the bounty contract. It would also make sense if a persons alt could not purchase a bounty contract against their main and you should not be able to purchase a bounty contract against a player in your corp/alliance (unless NPC, I guess)
I would also suggest that bounty hunters should have a positive sec status.

Ok Ive noticed that there was a recent player vote on what players would like changed through the assembly hall. Player bounties actually garnered 13% of the vote placing it in approx the top twenty items. The ideas listed for player bounties there look good. I am satisfied now that I see a mechanism in place for addressing player issues. And looking through this forum I was amazed at how many there are. Thanks for the thoughtfull reply to this point but Im done now. Good luck.

I've always wondered, when you go to collect a bounty on someone, do you have free kill rights on them without concord interfering. Cause if not, that's an issue.

problem with that...0.0 people. bounty hunter takes the contract...may never see the mark unless a 0.0 resident. replaces one uselessness with another.
Another problem....I'll be nice. You are the contracted bounty hunter, you are in 0.0...and at war with this crew the mark is in. Now...I'll be mean. He's a mommie pilot. Current system...its all cool with open contracts and this situation. 200 people to take him down, 200 people get paid. Your idea, 199 get jack and 1 guy gets say a 500 mil isk bounty. One of the nice features of current bounty hunting...it sure is nice in a blob fight to see one of the kills you were on make your wallet go blinky blinky.
