hey!
give us a way to consent fights that isnt a major headache - for instance, its completely impossible to fight someone in empire space u have on ur friendslist, or are in alliance with for that matter, its a massive problem during drills and funfights and so on, fix it?

There is a simple way to do this...
Get both duelists to jettison an item (doesn't matter what it is, can be 1 unit of ammo or tritanium) from their cargoholds. The duelists fly over and pick up the other's jetcan. Now both ships can engage each other at will without CONCORD intervention. The "aggro rights" disappear 15 minutes after your last "offensive action."
The downside to this is that the aggression does not apply just to the duelists' ships... it also applies to their respective corporations. So be sure your opponent is "honorable" and doesn't call his/her corp down when things go badly for him/her. Likewise, have some of your corpies on "standby" just to be safe.
If this does not appeal to you and you are looking for a "strict 1v1 engagement" with no chance of outside interference... sorry... you're playing the wrong game. In EVE anyone can affect anyone, anywhere, at any time, for any reason... for better or worse. No such thing as "instancing" here.
