Trying to decide should i use third faction heat sink, or it would be overkill and i should just stick to use T2 for third one. The main reason i ask this is because of sansha overseer in 6/10, i need 750++ dps to take him down. Currently i have 780 dps and killing him realy takes time, sometimes i eaven break conflagation M that are new. So will that 25 or so dps increase make any noticable difference?

In this case you won't get 25 DPS from changing tech2 to faction. That's about 10 actually (for the third one).
Assuming you're interested in PvE, does 70 mil matter that much? ---

Its a low sec PVE but still ISK is not a problem, so i think ill switch to faction anyway.

All depends on the risk/situation you get your boat in. For missioning its worth it, in low sec you might chose for better buffer or allignment. For incursions a tracking enhancer is usually better, for the extra range (and thus dps).

Since he didn't state what ship, probability dictates its not a Nightmare, and thus armor tanked. Since you'll have plenty of mid slots, a tracking enhancer should not really be needed. If you're happy with your tank, a third damage mod is usually pretty good. It's number 4 that is generally the issue.
And to cover all my bases, if we are talking about a nightmare, get a tracking enhancer.

Get a legion, put 3 faction heat sinks on it and use conflag ammo. With a T2 burst aerator rig and/or a couple damage implants you are pushing 800 dps.
This one is for incursions, so buffer tanked, but it will hit your number:

Or just use an Absolution for a fraction of the cost and have over 1000 DPS and more EHP. --------------------------------------------------------------------------------

I agree, the cost of a Command Ship is far less than a T3.
However, sinking the training time needed is a whole other investment.
And since qualifying for a T3 is little more than "train all the skills you should have trained anyways", it's easier to spend a little more ISK and use the T3.
All in all, T3s are the way to go for just about any situation. - Explosions!

Without an optimal bonus to provide adequate range or the extra midslot for tracking. But sure!
