Hello all,
I am looking for a versatile cerberus fit to cruise around and explore low-sec in. I generally want to avoid PvP, but if push comes to shove a fit with some teeth would be nice. Mainly, I want to use the cerb to run plexes in low-sec. Any suggestions?
Note: No exploration equipment will be on the cerb. I have a separate ship for that.

You'll in more or less every single regard be better off in a drake, let alone a tengu.
To give any real advice you'll have to specify a few more criterias and motiviations why to at all use a cerb. Parrots, commence!

I want to use a cerb because of its sweet missile bonuses. I have excellent missile skills and the cerb can pump out missiles like a beast. It is cheaper than a tengu by several hundred million, so if things go south in low-sec I won't have a huge setback in ISK terms. The speed capability of the cerb is also a plus and it can kill battleships faster because of the missile bonuses than a drake could. I need to finish the plex in double quick time in order to avoid wandering pirates. These are a few of the reasons I want to use the cerb.

Also, from an aesthetic point of view, the cerb looks cool and the drake looks like a plank of wood in space.

the cerb is anything but versatile.
it only has a niche in long-range damage support, focussing on lobbing very fast heavy missiles at range, a role on which it fits quite well. Anything besides said HM lobbing, you're better off with either a caracal, a CN caracal, a tengu or a drake. ---

Sadly, that's not really the case. Basically assuming max skills, the cerb will put out te equivalent of 5/0.75 = 6.667 effective launchers(mind you max skills). (more if dealing kinetic, but same goes for the drake). The drake will have a flat 7 effective launchers. On top of that the drake typically has a better tank and more slots to utilize. And if cost is a matter, the cerb is noticably more expensive than the drake. Oh,and that is not mentioning the lack of drones on the cerb.
That said, it's not a useless ship, just sub-par and aesthetics is as good of a reason as any.. Even so you'll want a few more parameters, does it need to be safe? Is a cloak/mwd and/or ECCM vital? Will there be limitations such as neuts in the mission. Parrots, commence!

Having flown the Drake, Cerb, Nighthawk extensively I can't really think of a situation besides lobbing missiles from long range that I would take a Cerb over a Drake or NH. The Drake is just a superior ship in my opinion besides that small niche the Cerb fills. Not to mention it's cost effective so if you do get dragged into PVP you can afford to lose SEVERAL drakes compared to 1 Cerb.
