Indeed. I have Hacking and Archeology at lvl 3 and I haven't run across a can (since I've trained to lvl 3) that I couldn't access. Some of them take a hell of a long time but they are possible with patience.

The sites in C4 w-space do not **require** T2 analyzer / codebreaker, but they help an awful lot. My first attempt (T1 with skill lvl3 and unrigged ship) took forever. I canvassed advice from more experienced w-space folk and the synthesis of that advice was lvl4 in the skill and purpose-rigged ship is pretty much the minimum for C4 radar / mag cans.
I boosted my skills to lvl5 for T2 analyzer / codebreaker and setup a pair of rigged hurricanes with multiple modules per ship à and never looked back. With those ships the main time-waster was moving between the cans, not waiting for the myriad æyour attempt was unsuccessfulÆ messages to abate.

This was pretty well my experience also, although using a different probe placement strategy. With skills at 4-3-3-3, and a rigged, bonused, well-equipped (sisters) ship I had never had any major troubles scanning anything in hisec, lowsec, nullsec, or w-space.
Now, with way better skills (all astro and covert ops to V), I think IÆm getting probe strength in the 180-190 range à although itÆs been quite a while since IÆve checked in-ship and that memory could be way out, and eveHQ just now suggests base strength of 122.5

If you've got a sensor strength like that and using sisters gear with covops 4, then you're literally organising your bubbles incorrectly. ----------------------

Get implants and you'll be fine. I have scanned down 10\10 sites without the cov op bouns. Astrometric pinpointing lvl4, Astro rangefinding lvl5, Astrometrics lvl5. I use 6 probes and set them up as a diamond.

I just learned that i needed salvaging at lvl 4 lol. I'm learning a lot these past few days exploring out in null, it's actually quite exciting and very very fruitful. Just did my first 7/10 plex with some mates and made 300 mill or so in drops and a ton in bounties, scanned down a mag site with over 100 mil in drops. I love exploring.
I was arranging my probes incorrectly for the final scan down (.25au), but now i know my folly.
