Me and a friend want to test our skills in battle. And want to attack each other until we touch the structure. But how we can attach each other without any penalty? Or a concord attack? If I am in a fleet and attack a member of the fleet, what's happen? Or is an place for this? An arena or something?

If you are both in the same player corporation (not NPC corp) you can freely kill each other to your hearts content without any penalty.

Nope. Just being in the same corp is enough.. In fact if you are in a fleet with someone who isn't in your corp you will get Concorded in High Sec... The only way to spar as far as I know aside from going to low or null sec is to corp up.

or just have the both of you drop a can and take the 1 ammo from the other guys.

Or a bookmark, or a unit of trit, or anything else equally worthless. Really, only one person needs to steal, since once the "thief" goes blinky red, and you shoot him... you go blinky red to him. =========================

I could be wrong;
but I don't think your overview settings ( that are affected by your contact standings such as +10 ) actually affect the aggression mechanics that can flipping would engage.
You may not go 'flashy red' to each other on the overview, but if you both stole from each other's can you should be able to pew to your hearts content, for the 15(?) min or so of aggression time anyways.

This is correct; setting someone +10 has the effect of "allowing" the theft and they never become shootable. It's a rather strange way around, if you ask me. -------

Actually in theory you should be able to shoot forever as the agression timer will keep being renewed if they are shooting each other.
