@OP: A fit that has served me well is full gank. 8xDLPII MWD DCUII, 3xHSII Locus/Metastasis rigs
Stupid amounts of damage at great ranges. Ignore the fools who claim that one can't pew without tackle, excessive firepower that drops stuff before it realises it is dead is much more rewarding .. and you get to mock people's losses as they died to a ship with no point!

No such thing unfortunately. If you want to salvage though, the Coercer is an awesome ship for salvaging.

The Amarr Destoryer (I wont bother trying to spell it out). Isn't a very good "kick ass" ship. It does help when doing some level 1 missions but most of the time a Frigate or Cruiser is much better.
But anyway, a good Destroyer would make use of the gun slots. So make sure you have all gun slots filled with Light Beam Lasers. Make use of the range bonus, so make sure that you use the range increasing frequency crystals such as Microwave and Scorch. But beware of the low fire rate. And finally try to keep it Cap Stable so that you don't run out of power and can continuously fire beams to thrash the enemy.
But try to get a Cruiser as soon as possible, a good Amarr cruiser is the Omen or Maller, both good tanks.

im worken on training my cruiser skill. but wat is the overall best destroyer ship and fitting as isk is not an issue

In PvP, the Coercer and Thrasher are considered the best Destroyers. Coercer does better damage (in reality due to its excellent damage projection) but lacks a point, whereas the Thrasher is more versatile.

I still can't decide if this is a troll or not. So, benefit of the doubt: the best Destroyer is a Thrasher. How you fit it depends on what you want to do with it. Coercer is ok. How you fit it depends on what you want to do with it. Catalyst and Cormorant are kinda meh but have niches in which they can operate; whether to use them depends on whether you want to play in the appropriate niche. The best salvage destroyer is the Catalyst (best slot combination for the purpose). You fit that one for salvaging.
So, unless you want a salvage fit for a Catalyst, what the hell do you want to do with it?

In EvE, there is no "overall".
It's all about what you want to do with it. Solo or Fleet PVP? Ratting? Missions? What?
Personally, I'm going to give Hirana's fit a shot. Looks promising.
