the idea is that you could reverse engineer a BPC out of any item you own. so say you have deadspace or officer mod that you are willing to lose, you would use this reverse engineering method on it for a 50% chance of success. if you succeed, then you get a 2 run BPC of the item you reverse engineered. possibly to add to it, you would also need a BPC (doesn't matter how many runs) of the T1 item. so you are reverse engineering a meta 14 invuln field, then you would need a BPC if a T1 invuln field. something that could make it more interesting but this part may break the market for rare items is to have a 50/50 chance after you succeed to either get a 2 run or a 3 run BPC.
I'm pretty sure I forgot to mention something and will get yelled at for it, but this is what I can think of.

well that and it throws pvp into some massive problems. Common as dirt ds gear...man I got some fits that if I had the ballz to risk the ds mods, be hard to kill. But not motivated to run 70 mil fittings on 20 mil frigates lol. Well that and I sure as hell don't want to against them same fit either. And I am really being objective here...I'd like this ability since I loved some ds gear that became fotm. used to be cheaper thrills :(
And of course the biggy....ds and o mods are the carrot used to lure peeps into null sec and exploration in general.

the reason for 50% is because you are basically playing double or nothing with potentially expensive toys. I should note that doing this procedure will destroy the original mod since you are basically ripping it apart to figure out how it works. maybe you will get some resources out of it from what you took apart. basically if they went with 2 run BPCs then it would come out pretty much identical as it is right now since one person would lose theirs while someone else would get a BPC and build 2, one to replace the one taken to make their BPC and one to replace the one lost by the failed attempt. that carrot is somewhat nullified by many of those mods being sold in highsec. and even so, this would not break that much considering it would be the exact same, just with possibly a couple more being produced in highsec.

I should also note, this is not just deadspace or officer, this would include T2, meta 1-4, and faction parts, ships, and rigs.
