To be honest I got tired of saving up to learn Exhumers whilst still only halfway to having to cash to buy that skill - with another hundred mil ISK or so to buy an Exhumer after that.
So I bought a Vexor. Never had one of these before. Nice looking ship.
I learned Medium Turrets and added some of those, plus a Miner II, a Tractor Beam (cool) and a Salvager. Being Gallente, I also stocked up with plenty of drones.
Also being a complete wuss, I have not risked going lower than .7
So I go to the asteroid field, do a little mining, kill the Rats that attack and salvage their wrecks.
Questions:
I noticed last night when I abandoned a small Jetcan that it turned blue. Never done that before. However, I have seen other NPC wrecks that are blue. Are these safe to salvage? Presumably someone has killed the Rats and then abandoned the wreck as they don't do salvaging? Or is it a trick, so they can attack anyone who salvages them?
Secondly, my Vexor still has medium and lower slots vacant. What do I put in those?
I could use Cargohold Enhancers in the lower ones I suppose. My usual ship is the larger Mining Barge with two of those, so the Vexor's hold seems a little small.
What about the medium slots? The Vexor has lots of power available so Cap drain doesn't seem a problem for now. Thoughts please?
(Yes, I realise that in.7 I could kill the Rats with a Frigate, or even a few drones whilst in my Mining Barge, but as I said, I am a complete Wuss )

Blue wrecks are abandonned, you can loot them without fear. There is a difference between looting and salvaging. Looting is taking the items from a wreck or can. This will get you flagged to the owner if the can is yellow. (white or blue cans are safe to take from) Salvaging is using a salvager module on a wreck. This will never give the owner aggression. You can even do it on yellow wrecks without a problem.
As to your other questions: Just experiment with different fits or check the forums. Download EFT (Eve fitting tool) if you haven't already.

You can salvage any wreck. look up 'ninja salvaging'. You can scan down a missioner and salvage their wrecks for them and there is diddley squat they can do about it. Just don't loot anything unless the wreck is yours or blue (abandoned).
Look up some fittings on the killboards or battleclinic. For an excellent guide to all things eve > Linkage

*note* The above applies to jetcans and the items in the wreck only. The above does NOT apply to wrecks. The following applies to wrecks:
If it's white, anyone can salvage it. If it's yellow, anyone can salvage it. If it's blue, anyone can TRACTOR then salvage it.
Not quite as catchy, though...
Also, if you only fit 1 salvager on your ship, you're not salvaging. Okay technically you are salvaging, but you're not really salvaging. True salvaging means you have a ship dedicated entirely to salvaging and running around salvaging.
You can salvage your own wrecks (made from pirates in asteroid belts or missions. You can salvage friends' wrecks. You can salvage strangers' wrecks.
I believe the channel "Free Wrecks" is still up and running. Join the channel and explain to them that you are new to the salvaging career and I believe they will set you on the right path.
*disclaimer* I haven't been in this channel for a while, so I can't vouch for it with 100% certainty. I might have got the name wrong, too. The channel might even be "Free_wrecks" (with an underscore.) Sorry about the uncertainties. :(

^ this the dedicated Ore ship is awesome, I run mine with 3x Tractor, 3x Salvage plus the Archeology and Hacking tools.

Archeology and Hacking tools are mids... why only 3x Tractor, 3x Salvage?
It is called a Noctis. I have one running 4x Tractor, 4x Salvager II and 3x Salvage Tackle rigs.
Archeology and Hacking tools are on my CovOps explorer.
