Hi. Quick question and a bit of an unending story; I am always anxious about whether someone would be able to come and gank me within a mission site and destroy me before CONCORD comes. All just a worry, but basically: how fast does CONCORD take to warp in and destroy the outlaw?

Depends on the sec level of a system. In a 1.0, they will be there when the first shot is fired. In 0.5, it might take them 15-20 seconds.

Why would someone bother to scan you down in a mission to just suicide gank you?

Easy way to test it out: Make a noob alt Move him to the system you mission in Undock in the rookie ship with the civilian gun it comes with fitted Pull out your stopwatch and start it Shoot a round or two at a random passerby See how long it takes CONCORD to respond

Just a few days ago someone attacked one of my alts in caldari space.
I was mining in a hauler while browsing the web a bit. Suddenly I notice the sound of impact of shots. Before I could properly realise what was going on and minimized my ingame browser, I saw this huge KABOOOM.
That was in 0.9 sec. He just scratched my shield, and Concord blew him to kingdom come before he could get my shield to half.
So at least in 0.9 sec, they are bloody fast, and gave me a good laugh.

Last time i checked (and its been a while) they were instant. At the moment you shoot, they appear, then follows instascramble, instaECM and then your ship loss.

In .6 space, with good (not perfect) skills, you can get 2 shots off from small artillery in a thrasher...just barely...if you have 2-3 friends that's more than enough alpha for a completely pointless suicide gank of a hulk or something like that :) enjoy mining!

I keep hearing CONCORD's reaction time is dependent on security level of the system.
Here's a snippet of a combat log from a scuicide gank in Jita involving 15 ships. I was 10th of 15 to "engage":
[ 2011.08.27 02:04:56 ] (notify) Sphit Ker: You have foolishly engaged in criminal activity blah blahblahb. (...) [ 2011.08.27 02:05:12 ] (notify) CONCORD Police Captain has started trying to warp scramble "Thrasher (Sphit Ker) TEST]"
The first aggression of all hapenned at 02:04:54. The first CONCORD action has been recorded at 02:05:07
15 seconds reaction time, thereabout.
Compare to a Machinaw gank in a 0.5. From first aggression to first CONCORD recorded action:
[ 2011.08.27 00:26:01 ] (notify) $Pilot has started trying to warp scramble "Mackinaw (...)" [ 2011.08.27 00:26:15 ] (notify) CONCORD Police Captain has started trying to warp scramble "Thrasher (...)"
Still 15 seconds! Is it really security level dependent? I still don't know... Mind you, first one was in Jita.. maybe lag slowed the reaction a little?

What heve we learned?
Well, apparently, Concord officials are Han Solo-esque characters that get roused out of their back room card games by flashing alert screens, and with a 6-pack in hand (you remember, like when they were still held together by those plastic rings that kill all life)they saunter over to check the monitors and think to themselves "Hmmm... someone's ganking someone else again..... I wonder if they can finish the job before I shotgun this beer..."
[metal being punctured sound followed by a a metallic snap and chugging]
Yep, you have the time it takes to (poorly) shotgun a beer, that's how fast Concord is.

there is many things that affect the time CONCORD appear, systems security status, lagg , possible concord on the grid already, lagg and lagg affects some. So there is no actual time to tell, only some estimations can be made about it.
