Assuming you are going to fly a carrier with armor role bonuses:
*Racial Battleship V *Advanced Spaceship Command V Capital Repair Systems IV Capital Remote Armor Repairer IV Capital Remote Energy Transfer IV Capital Remote Shield Transfer IV
*Jump Drive Calibration to IV (V is preferred) Jump Drive Fuel Conservation IV *Jump Drive Operation V
*Hull Upgrades V Armor Compensations to IVs Energy Management V (and other capacitor related skills to Vs)
*Drone Interfacing V T2 Sentries T2 Heavies Fighters IV
*Cloaking I Energy Pulse Weapons I
Optional stuffs depending on your intended uses:
***TRIAGE*** Logistics V Tactical Logistics Reconfiguration IV
You should also have any number of core skills to Vs including Electronics, Engineering, blah blah blah...
*Note: These are either skills you have to have to even board a carrier, or skills you should have before you even bother to board one.
Skills/things you should consider in the longrun,
Fighters V Racial Carrier V Jump Drive Calibration V Armor Compensations to IVs LG Slave Set for Carriers, HG for Supercarriers Combat Boosters

If you need to ask this question, then you have far to little experience in eve to even start considering capitals. sorry.

If you have to ask, you can't afford it. |

It really depends on what you are planning on using it for.
The 3 primary desired uses (in order) are: 1) Logistics support - triage carriers are the next step up from Logistics ships. In triage mode they can take a hell of a pounding while pouring out large amounts of repairing.
2) Moving stuff around. Carriers have the ability to move rigged ships - a couple battleships worth at a time - inside their ship's bay. This makes them VERY popular for hostile space moving. (lowsec, nullsec style stuff. They're tough enough that they aren't an easy kill like a freighter and can move goods).
3) DPS platform - primarily soloing PvE or hot-drop work. (hot-drops are when you have a cyno capable ship tackle a target and fire up a cynosural beacon for a captial ship to jump in on. You then beat the hell out of the target using the capital and carriers are best at this being as drones don't suffer hit penalties against battleships on down like the "gun ships" do. Toss the right-sized drones at the target(s) and you're golden.)
One thing to consider - you will need someone to light cyno's for you to move the thing between systems so a cyno alt, on a different account, is often seen as mandatory to use them -- 2 accounts if you plan to use it outside of "official" corporate functions where someone else will probably do that for you.
That out of the way, the #2 post pretty much covers it but I'll expand on it with a bit more detail.
First - what are you going to use it for? (outside of moving stuff)
Hot-drops on hostiles? -- For hot-drops, it's generally a DPS style fit - Gallente due to ship bonuses. It will need a slightly different fit than the other uses. The Thanatos is popular for this due to it's damage bonuses but any of the carriers can do this task.
Logistics support for gangs? -- Triage configuration is desired here. drone skills... "Nice to have" but if you're going for triage, drones are worthless while in that mode but you repair like crazy. How you setup your remote repair (shield or armor) will then go with what your crew is looking at using. None of the carriers are bad at this but some tend to be more focused/better in certain ways - shields vs armor style stuff.
Solo WH/L5 mission running? -- Yes these ships ARE used to do certain PvE sites in lowsec/nullsec and wormholes.
They really cost no more than a high-end PvE battleship or T3 cruiser so those that will tell you how expensive they are... I fly a machariel battleship and could buy and fit a carrier for what it cost me and I went "cheap" for my mach fit.
For this you'll probably want, again, the Thanatos - it has the drone damage bonus.
For any other use - such as "solo face pwnage!!!" -- dream on. Carriers are "teamwork" and PvE use ships - worthless for solo PvP.
Everyone loves killing capitals and soloing in one is mostly asking for a butt thumping. You'll even find enemies teaming up to kill a capital in lowsec. Besides; anyone that sees it first is going to be LONG gone before you can close range on them - they move VERY SLOWLY.
