I am a kinda new player looking for advice on getting my first battleship. I am looking at either a Maelstrom or a Abaddon, maybe an apocalypse.
I can really only afford a tier 1 battleship and am trying to get into one to run level 4 missions.
Any advice would be appreciated.

To be honest, none of the tier 1 battleships are very good for missions outside of the dominix, which is a drone boat and I'm guessing you're not looking for that.
I would suggest going the minmatar route with the Tempest and then Maelstrom. The reason is the damage type selection primarily. Amarr ships are pretty fine in missions if you're in Amarr space where you get a lot of missions against EM/Therm weak enemies, outside of those types of missions, they are certainly less potent.
Going with minmatar also get's you access to some great faction ships like the macherial, and the t2 versin of the tempest is considered one of the better marauders for PVE.
Oh, and Minmatar ships and weapons are definitely FOTM right now.

I'm a big fan of the dominix as a mission runner too. It is a bit slower than the other BS at clearing sites, but it is very forgiving, works well with purely T1 drones and setups, and is very easy to get into for a relatively low skill set. It tanks brilliantly and is capable of selecting the damage type by changing the drones. Guns are mainly used to provoke aggro from the NPC groups before drones are attacked.
If you don't want to go this route then the typhoon can also be very effective, has a good drone bay and a lot of gun and missile slots, as well as being able to field a great tank. The main problem will be the heavy skill requirement, but ultimately it'd be worth it as ship balance currently stands.
The armageddon is a powerhouse of a ship in missions with very high dps. It really comes into it's own however, once you can use the T2 version of pulse lasers. The scorch ammunition gives you a massive boost to dps over long range. It also has a good drone bay for dealing with smaller NPC ships and can field an excellent tank, but capacitor problems make this ineffective at times.
The scorpion is poor at missioning. It's bonuses direct it to a PvP role rather than a PvE role and as such, whilst it can tank formidably on an active or passive basis, it's damage is decidely underwhelming. Best avoided until you can get the Caldari Navy version if you really wanted to use one in my opinion.

First rule in eve is: Don't fly what you can't afford to lose.
L4s are difficult at first, and at one point you will screw up with the triggers and lose your ship. If you can't replace it, you will have to go back to L3s again, and you do not want that. Wait until you can comfortably buy, equip your ship AND have ISK to replace it.
Second: all races have good mission battleships, it is just a question of skills and personal preference. Between Minmatar and Amarr, I'd say the Apocalypse is the most noob friendly: good range, good tank and huge cap.

I was convinced a maelstrom and abaddon are tier 3. Anyway, if i do understand the question, a domi is an excellent platform for doing level 4's. I have done most my early level 4's with it and without much effort, they come pretty cheap as well.

Are you confusing 'tier' with 'tech'? You say you want a tier 1 battleship, but list the Maelstrom and Abaddon, which are tier 3 and the Apocalypse which is tier 2. Tier 1 ships would be the Armageddon, Dominix, Scorpion, and Typhoon. They are all tech 1 ships; the tech 2 ships would be advanced battleships like the marauders.
If you did mean tier 1, in my opinion none of them are "good" mission runners. My definition of good would be high dps and just enough tank for the fastest possible completion time. Unless you're looking to train T2 sentries for a Dominix, I'd suggest staying away from the tier 1 battleships and wait until you can afford a better ship.

if you are committed to turrets, you should probably train for a maelstrom and then skill up and save up for a machariel. otherwise, I would advise you to go caldari for the caldari navy raven and then the golem.

The best mission running ships to start with i would say are the shield ones, raven etc. Amarr battleships are fine but they lack a lot of tank and firepower with low skills, with bad skills its like flying a large gold brick around space. Later they do become very good. If you do want to start with Amarr battleships start with the apoc with pulse lasers. The range increase is great for lower skills and the lacking damage bonus doesn't even feel missing if you never flew something higher damage anyway.(bad statement i know) The tank is also great, with the range bonus and the speed of the pulse lasers you can pop a lot off stuff before they reach effective range. Downside is the damage type of the lasers, if you take a mission with a faction that has high EM and THERM resists it will take you a while to bring them down.

The Maelstrom is the correct minmatar ship to use while you train Gallante BS 4+ and accumulate the required ISK for a Mach.

The Apocalypse is good if you use it properly, you just need to make sure that you are relatively high on cap, stay at long ranges and warp out when they get close.
