So my question is: how to move locked targets icon order in which they are locked?

left click the next ship that has a box on it and that ship will be the current target instead of the one you where shooting at.

The order they appear is the order you obtain lock on the object you are targeting, nothing can be changed here.
You can move the locked icons themselves. Do this by using the small crosshair looking icon, to the top right of a locked target icon. Drag and drop to pretty much anywhere on screen. Vertical targets look cool, although not practical. You can even have them right above your capacitor to minimize mouse travel.

Seconding this.
This is essential if you are afraid of keybindings for some reason, and even if you have keybindings for pretty much every slot on your ship like me it is still helpful. Put your overview in the lower right corner of your screen aswell if you do this so you can lock stuff up faster. _________ EVE is like the "Fisherman's Friend" of MMOs. Its more essential to prevent target fixation. Positioning the targets just above your own cap/shield/etc will help to remind you that you're not in "god mode" on a single player game Altho having said that if you only do PVE then ignore what I said - you ARE in "god mode"....
