(asking this for a friend - i'm nowhere close to flying such a ship)
1. If one would have a ~1.5 bil fit Tengu with full crystals why would you do Sanctums with HM fit and not HAM? Even if the tank would not be enough, which it is - the only real fun starts when the rats neut you and then you'd have an injector to get out of **** situations if needed - provided you have the AB fit you SHOULD be able to speed tank most of the place after quickly disposing of the frigs;
2. The only rats that die really slow to a Tengu in Sanctums are most of the pesky frigs. In order to efficiently dispose of these, what works best? Painter or Web? My guess is that people use the painter for the HM fits because the webs require close range. But if going for a HAM spec where keeping a lot of distance is irrelevant, what works best?
3. When fitting HAM's, are they affected by rigor rigs or only by flare ones? (to this question please reply only with absolute certainty - i know something about rigors not working for HAMs a while ago)

well for question 3 rigors do not affect HAMS,

3. Explosion Radius decreasing skills and items does not effect non guided missiles (rockets, HAM, Torpedoes).
It even says so on the skill/rig: "Note: only works on guided missiles, that is light missiles, heavy missiles and cruise missiles." ---------------------------------------- "Memories are meant to fade. They're designed that way for a reason." |

To question 1, the heavy missile fit means that you don't need to spend so much isk to make the tengu work. It allows you to kite, keep aligned in case reds appear in local, and do the maximum possible effective damage to both little ships and big ships at any range. Additionally, with HAM's you have to do something like 6 seconds of damage on battleship sized targets to make up for every second that you aren't shooting. Someone recently did the math on that one. On cruisers, HAM's do more damage due to having a better explosion radius and faster explosion velocity. On frigates, HAM's suck, and heavy missiles blow them out of the water.
For 2, it depends upon the frigate. Yes, painters are used on HM fits because of range. You will probably find that a painter works better for HAM's too not just for hitting frigates but also for hitting cruisers as well.
Question 3 has already been answered quite definitively I think.

For me, missile selection has been key with the Tengu - Precision Scourge for Frigs, Standard Scourge for cruisers and BC's, then Fury's for BS'.
If a frig is far enough out, standard Scourge work fine.
I run 2 Rigor rigs. |

does anyone know from memory what maximal HM velocity you can achieve on a tengu? i'm kind of too lazy to count salves all the time so i'd like to know how many salves are in the air depending on target distance.

8437.5 m/s discounting rigs and hardwirings. Or at least that's what ten seconds in EFT says.
