As I see it, the only reason to make some sort of permanent living in low sec today is if you're a pirate. Anything else and you'll eventually become a de facto pirate anyway due to having to fire first (and lose sec standing) to defend your space.
My idea then, is to make low-sec the same as nullsec, but keeping it "low-sec" around the gates and stations.
So if you attack someone at the same grid as a gate or station you will lose sec standing and the sentry guns will open up on you, like in low-sec today.
But if you attack someone in an asteroid belt for example you don't get a sec standing hit, like in nullsec. Basically "if the authorities don't see you it didn't happen".
This would give entities other than pirates an opportunity to defend themselves without ruining their security status. And it would still allow those who want to be pirates to attack people at stations and gates where the "law abiding" pilots wouldn't aggress. It gives an opportunity for pray and predators to exist in the same area without them merging into the same thing after a while.
It would make low sec into an area where the orange or lack of orange background actually means something.

You do know that you can attack anyone with -5 sec status and not take a sec hit yourself don't you?
This won't do anything other than allow people to do the "pirate thing" without consequence (by simply grabbing people in belts all the time).
The only thing it will do is increase the risk for people in low-sec as anyone could be a threat regardless of sec status.

I doubt most pirates are below -5, if nothing else to avoid exactly this.

Yes because currently pirates are known to be very concious of their sec status, right (as long as it's above -5)? A pirate more than anyone would attack you regardless if they were about to take a sec status hit so to them there is little difference. Any carebear would see both low-sec and nullsec as something more dangerous than high sec. It doesn't matter to them if the one attacking them will get a small sec status hit or not, they are as dead anyway. They know and accept this even before they enter, so no difference for them.

I disagree, the ability to for example set up a protection fleet around a mining op in low sec is essential. If said fleet can't attack a pirate until he attacks one of the miners it's pretty stupid.
The current low-sec system protects no one, if anything it hinders non-pirates that want to defend themselves. In my opinion removing it would make low-sec a lot more inviting for non-pirate corps to establish themselves in.
