Hello players & CCP,
I would like to ask whether or not it is allowed to use copy/paste macros by utilizing tools like AutoHotkey.
The script would work specifically by binding different keyboard shortcuts to different text phrases. It would function internally by overriding the contents of the Windows clipboard with the predefined text phrase triggered by the correlating keyboard shortcut.
By using predefined keyboard shortcuts, I would use this tool to "paste" different chat messages in-game.
I have not actually created or used such a tool, yet, because I wanted to confirm whether or not it was allowed.

not allowed but plenty of people use them to spam those unoriginal contract or isk doubling scams.

But if you only use it to alter Windows clipboard, and not do anything which directly affects client, then my guess would be that it is OK.
However to get official answer you would need to make petition. There is Exploit category for asking if something is exploit or not, however getting answer can take long time.

I seem to recall speaking to someone who petitioned about the use of chat spam macros, and the GM actually OK'ed it according to him.

Not allowed as described functionality is not included in original EvE client. If you want confirmation ask from CCP Sreegs, but this is quite clear case.

If you petition the macro spammers they will get banned. Rens is pretty quiet in terms of spammers now.

Described functionality has nothing to do with EVE Client, only with Windows Clipboard.
So do you claim that using external clipboard-enhancing applications which don't interact with EVE Client in any way is clear exploit?
edit: If you don't know it yet, the Windows Clipboard is specifically designed for easy data transfer between different applications. So having one application write data into clipboard, which you then manually paste into EVE, would in my opinion be the exact usecase for which Clipboard was designed to be used for.

malaire's thoughts above is what's brought me to question the legitimacy of this utility. The tool wouldn't alter the EVE client nor would it automate client input in any way, it is literally a shortcut binding to existing copy/paste functionality.
For example, I would bind keys F9 through F12 to copy different chat phrases into the clipboard buffer. Up to this point there is no client interaction. The only interaction to the client would be manually pasting the clipboard.
I can see this getting a bit sketchy if I actually triggered a copy and paste all in one key binding (though, an answer to this would be appreciated as well).

btw, I've been using javascript to implement similar functionality, however this needs mouse click + Ctrl-C to get data into clipboard.

In the beginning GM Horse is forbidding all kinds of macros, but in post 34 he says that "macros are forbidden" but:

That's pretty enlightening information. So, by the GM's logic, reducing the number of keystrokes to copy and paste an arbitrary piece of text is well within the boundaries as it does nothing more than save a few button presses.
Would like GM or CCP confirmation too, of course :)

I think that macro's are okay as long as you are the trigger.
As mentioned, the keyboards in question can map macro's and it's the same thing as mapping a macro in AHK or any other program of the ILK.
The issue comes in with triggers, timers, or self-adjusting macro's.
CCP cant currently legally detect AHK or any program like that, so if it's for simple repetitive crap then why not.

No matter what you do, you're only cheating if you're not at the controls. If you can respond to a GM, you're fine.

Actually, I've heard that GMs have approved some automation where you are NOT at the controls (I mean IGB javascript data-export).
I'm still waiting answer to my petition about that, and also that what-is-botting dev blog CCP Sreegs promised.
