So, say for example you arrive home from school one day, and decide to do your homework. Since time is money after all, you decide that you'll log on your alt, have him mine, and then log on your main and have him haul in the Orca.
Initially, my thought was "How can I circumvent suicide gankers?" when I realized that perhaps the trick would be a remote shield repping Orca. As ridiculous as this sounds, the fit might (read:probably not) work, if I were in fact paying attention: a large shield transporter may give a hulk with med slots filled with small shield extenders enough time to survive. Since I'm assuming I'm AFK with this fit, I've decided instead to simply make one ship tank the rats for two.
The Orca itself can perma-run both a small shield rep, and a medium shield transporter, alongside links (which I think will do the job fine for rats[I'm assuming I'm paying zero attention to the game]). So, the plan would be have my alt in the covetor mining and the main remote repping him. Since Orcas aren't really that gankable (though they can be) and covetors are cheap and easy to replace, this idea may actually make the cross from EFT to reality.
So, here's my fits:

I might be completely off as I have not mined in the last 6 years in EvE but I think that the fit you posted drops the same stuff as a Hulk, so suicide gankers looking for profits would not be deterred... ?
Why don't you try some passive shield tank BS with cargo expanders for less profits but a lot less ganking?
Again pure guesstimating here.

Strip miners are only worth around 1 million a piece. The reality is, nobody makes money from ganking hulks - ganking freighters and haulers though, is different. But, aside from that, yes you're right. If somebody wants to kill a covetor/Hulk and they bring the right stuff, they can, and probably will, regardless of my efforts.

I actually used to mine in a perma-tanked Rokh, but the main drawback of the deep core mining Rokh is that it's cargobay is so small that you have to constantly monitor it in order to ensure that you keep mining. The key here is lazy mining - I'm checking the ore occasionally, but I'm probably off doing something else. And also, covetors are cheap, and about an hour and a half of mining veldspar would replace it.

One drawback - this kind of setup just *screams* AFK miner.
A ganker would just bump the covetor outside of your repper range and gank away.
However don't let what could happen get in the way of what you want to do. Best of luck.

Couldn't one put shield maint. drones from the Orca on the mining ship and have Orca go to belt first and wait for npc's to spawn and draw aggro?

Honest, any ganking ship worth its salt is going to **** this Covetor with a little sneeze, c'mon.
Suicide ganking is rare enough, don't mine in a hub to be safer, remote repping will only help against rats, not an alpha ganking strike.
You wanna survive a gank, fit a DC and some kind of Extender tank or an Invulnerability field in your only midslot.
My Hulk survived a (single) BS gank in the last 1 1/2 year of mining, and it is fitted with 2 meta Invul. fields. If you use an Orca, you don't even need cargo expanders, get a DC in there and/or a fitting mod(s) to accomodate the midslot tank if you're so worried about gankers. ;)

am I missing something or do you still need to be present to actually get the ore from your covetor into the orca?

Then you might as well just run a standard setup. Rats wont kill your covetor if you put a single shield hardener there instead of the roid scanner before you have to do something with the ore anyway.
And gankers will alpha through remore rep without even breaking a sweat.
