It took about a week of hard work churning missions for my L3 agent to get all the way up to a 9.9 standing with him. From what I understood 10.0 is the highest you can get? Anyone know if that's true?
I must have ran 20-30 more missions since reaching 9.9 and it doesn't appear to be changing to 10.0. Is it possible to get 10.0 with all agents or do some cap out at 9.9? Or is there some insanely large number of missions you have to do to get from 9.9 to 10.0?

Last time I got 10.0 with an agent, It took a lot of missions to get that 0.1, but I thinck that with 10 more missions or so you will get it.

Yes, 10.0 is the highest you can get regardless of whether you are referring to modified or unmodified. Getting from 9.9 to 10 requires a lot more missions because the percentage gained for each mission is calculated based on the difference between your current standings and 10.0, hence what you get from each mission gets lower and lower as your standings gets higher and higher.
Note. Technically, its not possible to get perfect 10.0 standings and the only reason it appears as 10.0 is due to rounding up.

Thanks for the great answers.
So it would seem to me that unless I just want to see the 10.0 for vanity sake it would be best to run each agent up to maybe 9.8, 9.9 and then move on to the next one... ?

If its agent standings you want to get to 10.0, then you have to stick to the same agent until its 10.0. If corp standings you want at 10.0 then it doesn't matter which agent it is, so long as they belong to the same corp. If its faction you want at 10.0 then it doesn't matter which corp or agent they are, so long as they belong in the same faction.
Note. Story-line missions are only given out after 16 missions, but have to be from the same faction and of the same level.

No one else can see your standings (without an API key) or unless they are on your corp. Assuming 5% gains.. 46 missions gets you to 9.0+ 90 gets you to 9.9+ 128 gets you to 9.99+ and 150 should get you to that 10.00 mark.
Unless times have changed, you dont get 5% on average ;P..

Why would you move on to the next one ? Unless you're talking R&D agents (and even there you run one mission for each one each day), there's no point in "moving on" once you've reached a displayed +10.0 standing - that's when the agent grants you the maximum possible rewards, so why would you stop using him (or her) ? You don't get any passive benefits from a non-R&D agent of high standing, so grinding standings with multiple regular agents is pointless.
Or, maybe, you mean an agent of a higher LEVEL ? Yes, you should move up to the highest level of agent you can (assuming you can manage the missions it gives out) to which you have access to. Access to a higher level agent is never gained solo by agent standing (it's possible via splitting rewards with other people that already have access, but that's another story), it's usually gained via NPC corp standings, an far less often, via NPC faction standings.
So again, why did you think you'd need to grind any agent to almost +10 then go away ? It makes no sense. _

When you get an agent to 10.0, it's like the final standings destination. You can of course keep working that same agent, or you can move on to another and take them up to 10.0 as well. Two is better than one? It's your choice m8, there's not a right or wrong decision here.
