We were discussing this in corp today and one of the US players mentioned that it would cost them 199.99 USD to get these 13 PLEX's, wheras us in the EU would have to pay 199.99 euro, which is obviously more expensive.
Has this always been the way that its cheaper to play eve in the US than it is in the EU and if so....why?

Toss your 199.99 euro into a pay-pal account and then go through a US site to purchase your plex.
I believe someone said that method works for purchasing them at the cheaper US exchange rate.

if u use Shattered Crystal normally for EU players the cost of 2x 60 gtc is Ç52 approx. where as buying 2x 60 day gtc through eve online website would cost you Ç69.98.

I believe it's due to the VAT (value-added tax) applicable for EU residents. More information in this KB article.

It occurs to me that this isn't that great of a deal anyway as you can buy the equivalent amount of GTCs for about 50 Euros less and if you're planning on using these PLEX for game-time then you can pay by credit card a year in advance and it costs you about half what they're charging for these 13 PLEX.
Perhaps it would be worth looking at your pricing structure CCP? If you were offering 12 PLEX for less than what it cost for 6 GTCs or 13 PLEX for the same as it cost for 6 GTCs it would tempt me. Otherwise, not so much. -- High, low and null sec mining corp - Now Recruiting! |

This is true. It is also tax evasion.
I doubt anyone would get prosecuted for it, but it best to be aware that if you don't declare it you are technically breaking the law.
Thinking about it, with all this financial woe going on in Europe I wouldn't be surprised if they saw this as a potential cash cow in fines. Fortunately, most governments aren't very tech savvy.

all this offer does is confirms that CCP has serious cash flow problems and trouble paying back their bank loan.

it just comes down to marketing i think and how CCP choose to market PLEX or GTC's, but i had forgotten about the VAT bit which kind of explains the extra you have to pay from within the EU.
I still think its good value to pay approx 4USD per account per month (i pay for 1 and PLEX the other 2) so im not really complaining, more wondering about the differences in cost. thanks for pointing the VAT Spitfire

Well, I have explored that path, as it works for getting cheaper GTCs, but apparently you can only buy this package from your account and thus it uses your currency setting... i.e. no way to get them for 199$ if your account was registered from the EU.
BTW, it is not tax evasion, as VAT applies only to services and products acquired within the EU. If CCP hands a GTC to an American reseller, that GTC is not subject to collecting the VAT. Just CCP will get 30% less gross from selling it.

Ok so I can buy a gtc at shatteredcrystal for 28 euro, giving me 2 plexes for 14 euro each.
Or, I can take up this "generous offer" and buy 13 plexes for 200 euro, which is 15 euro each. So why should I buy in bulk AND lose 13 euro in the process? Am I missing something here? Must every CCP offer be fail these days?

No one force you to buy GTC from CCP as well. And CCP price were never the lowest as well for GTC.
I myself prefer buying gtc or plex directly from CCP, and not from 3rd party.

Business as usual, CCP always offered PLEX in bulk discount, resellers always offered PLEX slightly cheaper. Some buy here, some buy there...
Or to rephrase: resellers will always be cheaper or they wouldn't get any business.

What he said... It's a global recession & to entice us to keep playing we are offered this tempting deal.... Sounds like a JITA scam, I wonder who cooked up this one.

There are already bulk offers in the system.
The new offer is like "get 1 year subscription, get 1 month for free" offer. Its not like half the players will buy it. I guess only hundreds at most will, to pay for multi accounts or just ****t ISK, or other reasons. This isn't going to kill PLEX prices in-game, except the people who went "omg sell sell now!" in panic. And this isn't a "omg we need money now!" by CCP. Because seriously, this isn't going to make their month, or year. They are not going to see another million in the bank from this.

In B2C it's typically the location of the customer that counts for VAT. The American reseller has to either collect the VAT when selling to a European customer, or provide a net invoice and have you pay the import VAT yourself.
Of course, it is extremely unlikely that your tax authority is going to come after you for dodging VAT on such small amounts. The administrative overhead would far outweigh the potential levies. If it was a physical good and not a service, on the other hand, the post office would typically collect the VAT and customs duty.
I'm not an international tax lawyer so do not take this to be particularly accurate or to constitute legal advice.

What about price point. Here in US 199 isn't a bad price point. Payin 200 bucks to quit grinding for monacles appealed to me for a second or 2 till I worked the math. i think its a good impulse point. Granteds, its out of my budget but most of my impulse buys are out of budget. If I was paying with a CC, the pak would have been a done deal and every characte would have had the ships they are trained for. My skill training has outpaced my desire to grind. In fact the longer I play, the less i like to grind at all. Call me lazy or just burnt out but from here this looks like a nice pricepoint for CC users. Maybe a 99 pack would make me pull the trigger for cash. WHo needs groceries when you got ISK.

Yeah it was just an example. People who buy plex just to increase game time, yeah, its a bit silly as subscription cost less.
But the idea is if that you can choose what you want. Save half to game time and half to sell on the market, use as a gift, save for later, and other options. You can't buy something inside the game with a subscription
