how to explain this, well first of im in a small high sec corporation, doing mining and mission running only in high sec space, and we are happy and content with just the PVE aspect of the game. how ever we recently got war decced by a 2 man corp, a fairly newly created corp, and where thinking it was an error on their part ( has happened before, wich we resolved via eve mails, however we never recieved a reply from the CEO of this corp, wo war decced us, nothing happened, noone whas ever online. this saturday, when i whas out doing a minning session with my hulk, and my alt ORCA pilot, in high sec space, i always venture in high sec space, out of the blue this guy poppes up, and destroys first my hulk, and secondly my orca ( now this might be considered whining on my part,but hear me out first) he joined the corp who had a war dec on us less than 2 minuttes before my hulk popped, and im 99% sure he whas in the asteroid belt with me, at the time he changed corp, as there whas only one other player there, at the time that 5 rats warped in, wich i dispatched with my drones, then all of a suddon this players flashed red on me, and about 40 seconds later my hulk pops, and a cpl of minutes later my orca pops. about an hour after this, the player switches back to his non war decced corporation.
to clarify the war dec, we have done nothing to provoke the war decleration. we have no way of retaliating agains a player who skips corps like that. (nor do we have the skills, experience to do so) and as i understand it, we have no way of getting the war dec cancelled.
and since i got pod killed as well, wich brings my losses up to about 10 bill ISK on 2 accounts: ships, implants, boosters. then it kinda ruins the game for me, and leaves me in a state of mind: are you trying to lose your PVE players of the game. why are we not allowed to have a peacefull corner of the univers to play and enjoy our selfes. we wont harras the PVP players of the game, so why do they have to harras us?? what have we done to them? and even more seriously, where is the challenge in shooting up an unarmed HULK and an unarmed ORCA, doing a peacefull mining operation in a high sec space.

Just looked at the timeline of when you were popped, and when he joined the corp that attacked you before leaving 90 minutes later - you can't go after him as he changes corps for minutes at a time. it definately looks like an expoit to me.
Having said that, I have to disagree with you on your last point - whilst not someone who gets his kicks from popping hi-sec miners and would never do so ( frankly it is poor sport ) , Eve is not purely a PVE game.
But yes - this looks like an exploit carried out by cheapass players.

First, you have to understand , to use a common phrase, this isnt wow. Eve is a PVP game with PVE aspects. PVE being necessary for pvp to function(or it would be like arena all the time).
Two things you did wrong here:
1) You assumed you were safe in hi sec. 2) You assumed you were safe during a wardec.
You are a carebear corp that stays in hi sec and as you put it cannot defend yourselves. Expect to be decced often. Griefers/wannabe pvpers and the like will wardec you all the time BECAUSE you cant defend yourself.
That said, i dont know if that would be considered an exploit or not. Thats kind of borderline game play.They are technically taking advantage of a game mechanic to get an unfair advantage from how you described it. But thats up for the GMs to decide( you would have to use the in game petition system for that).
You must understand that CCP is very lax with governing what most other games would consider griefing,exploiting, and such. They give you a lot of grey area to play with. You really have to be doing something bad (like if you were able to find an exploit to make duplicates of BPs, including faction and originals, for example) that would lean the game unfairly in your advantage to get in trouble for a ploit. Its really a GM call and it can really go either way.
BTW, the reason CCP is lax is because they dont seem to be fond of rules and limits. They want players to have the freedom to be a very bad criminals or a model citizen. Thus they give you a lot of slack with a lot of things and their is a large grey area compared to other games. That is why Eve is considered hardcore.
I suggest you file a petition and see if its an exploit. If its not then you know next time if decced dont go mine with 10 bil worth of ships, mods and implants which i can say wasnt the brightest decision either.

War Dec's are a valid Game mechanic.
Corps Jumping inside the same belt as you IS an Exploit, so Petition it as an exploit.
Ganker seems a bit of a coward to leave like that to avoid corpie's claiming revenge on him, my tuppence There is no peace in eve, only war and death

Petition it and the ship-loss. Escalate if necessary.
As far as I know CCP does not condone the corp-switch attack, which is why they removed the ability to leave a corp while in space. Unfortunately, adding such a limitation to joining corps would have a much bigger negative impact so it was left half-done.
In the ideal world you can join/leave anywhere at any time but have a 24hr grace period where you are "between jobs". Most of the time a corp change means at least a days worth of logistics anyway so the side effects of it would be marginal except for the PvP-carebears who can't compete without abusing the numerous broken mechanics.

But GM Homonoia confirms here that it's actually still possible and considered an exploit. If you are sure he changed corp while in space, petition it.

It is an exploit to join a corporation, while in the same space / grid as a war dec target.
They have to do it one system out, or I think in station, but accepting it while on grid / in space in the same system is an exploit.

the standard reply to a petition about that, is, that they dont find anything wrong in there notes about it. that at least is the respons i got, the the petition about the exploit

exploit or not there is several mechanics that can be exploited.
If you just want to PVE in peace by your self. You may want to keep your characters in NPC corps. You will be taxed at 11% but you can't be wardec'd
If it is a corp, develop a Channel for you and your friends to talk in.
Another tactic is to have your PVE characters leave the corp and mine and PVE in peace, communicate in the friends channel. Though it is a pain from moving in and out, especially if you are a casual player.
Another odd option would be to join a renter corp in Null sec. (if your pve alt can to level 4 missions) as this area if you keep an eye on intel channels can be safer and more profitable than empire.

Sounds rather exploitative...
War dec corp with alt one. Take down names. In alt find them when not in corp/npc. join original war dec corp once target is found, scouted, and safe to engage. Kill targets..legally Leave corp. Rinse repeat...
Why is high sec pvp the lamest, cheapest **** ever?

This is an exploit. I cannot tell you exactly where it is written but I have seen it included as a known exploit and noticed it because I did it myself once back in the days before it was an exploit...
Make a petition about it, get your ships returned and the offending player will get at least a warning.
The guys most likely do it a lot but usually people don't pay enough attention to actually know what just happened.

considering it is an exploit, couldnt CCP just add a 1 hour timer to the accept application function only where the corp is war dec'd or a decing corp? to be balanced, it the tactic should be countered from both sides... the wardec'd corp could do exactly the same thing... get someone in a NPC corp to scount out the war dec'r, then join the war dec'd corp...
is 1 hour lag long enougth though?
