Ill keep it short and simple, like myself.
So pirate X has annoyed you in some way and youve chosen to get some measure of revenge by setting a bounty on him. So i decide too set 100million isk bounty on his head. Currently all he needs to do is get his alt and kill himself.
What i would propose is too change the system slightly
Here is what i propose: When the pirate with a bounty kills someone the person who lost a ship or pod receives a portion of the bounty upto the value of the ship they just lost (or pod including implants if its a pod) - minus an insurance cover)
Example
I am in a Covetor (currently worth about 32 million) I insure my Covetor for maximum value which costs me 8 million and will net me 28 million should i die; for a total over all loss of about 12 million after receiving my insurance payout, which i have paid for.(This ofc doesnt inclue any further losses incurred from fittings.)
Now Pirate X comes along and decides he would like to gank me and have his alt take any loots which i happen too drop. Pirate X also happens to have a bounty set apon his head. This bounty was set by my CEO a few days eariler after he himself was ganked by the same Mr Pirate X. The Bounty is in total worth 200 million isk.
So Pirate X has his way with me and ganks my ship but my pod manages to escape (lucky Me). My Covetor happens to be unfitted as i have only just purchased it. So in total i stand to loose 12 million isk.
As Pirate X has a bounty on his head i receive 12 million isk worth of his bounty; from the nice guys over at the bountys office.
This means that although i have suffered a traumatic experience and collected a loss on my characters killboard stats. My Wallet remains intact. Lucky for me that i bought insurance and the pirate had a bounty set on him by my thoughtfull CEO.
Hopefully this Example makes my idea clear.

This is a horrible idea and quite frankly, do you even know what the word "bounty" means in this context?
Placing a bounty on someone shouldn't make them a flying isk-spewer, that's just beyond any measure of logic. |

I am happy as long as CCP makes sure the person with bounty on his head never has a chance to profit from it himself... That insurance is taken into account, and items value ignored.... rookie ships ignored and pods not giving anything either...
Isk payout for killing a pirat with a 1bil bounty on his head when he is in a battleship worth... lets say 300mil, with an insurance paying out 80mil, should only be able to pay out 200-220mil at maximum! = 0 profit or a few mil loss if the pirat attempts to cash out himself

I agree The payout either for victims or for Bounty hunters should be limited to the ships value. If a miner happens too have fitted an expensive sheild mod and he looses it - then so beit. But at least he gets some further measure of recompense from the bounty system. God there are a lot of people that need to look further than their own game.
From what I've gleamed they're going for the best option which is something along the lines of
Ship cost - insurance payout - drop value * % = bounty pay out for killing their ship
Clone cost + implant cost * % = bounty for killing clone
% is a random amount that CCP will choose but it's going to be < 100%, call it 75% to be nice
So, if a pirate was flying a 100mil ship with 50mil of mods and the insurance pays out 50mil but he had a 6bil bounty on him that's
150mil - 50mil - 20mil drop * 75% = 60mil + the 20mil drop payout for killing a 150mil ship.
That would then be split by the people who killed him.
That's just guesswork\tinfoilhat\notbeingasretardedasyou thinking.
Correct me if I'm wrong but I think that's a reasonably exploit free system? |

The obvious answer to this problem is that you shouldhave to HIRE a bounty hunter yourself, for a set price, and pay that person once you are handed the person you would like dead's corpse! |

Let me tell you what is going to happen.
They're going to let anyone set a bounty on anyone.
So, what you're going to have to worry about now, isn't the bounty set on the Pirates head, but the bounty set on your head.

They should make bounties skill-based, that way only people who want to be a bounty hunter as a profession will bother training for it. Have a small set of skills, one that make it so you can track your target (similar to a locator agent, but speed to find depending on level, with a cooldown), one that makes it so you receive more bounty payout (without it trained you get 50% of the bounty, each level raising it by 10%), and one that allows you to claim a bounty (at lvl 5 of the skill, should take about a week or so to train up, to discourage alt podding.). There should also be an option at the bounty office to pay off your bounty, so if you don't want people to track you down, you can stop them for a price. These ideas could change bounty hunting into a profession, like it was meant to be. It might not be as well thought out as it could be, but I'm just giving out ideas here. |

A week to train a level 5 skill so I can get free isk? I'd train that and not think twice about it.
the rest of the idea though, yeah, make it a proper profession and what nots but payout can't be more than cost of ship + mods after insurance payout |
