Hello Newt BlackCompany,
Get closer/smaller guns or use Tracking Computers with tracking scripts to help increase your tracking.
Some guns have a better tracking ability too so might want to look at your tracking on your guns and some other other various ones(different meta; meta level is an indication of the rarity or quality of an item, higher meta level items usually have better statistics. )
Another option is to use drones if you are able to. ISD Athechu Commander ISD STAR (Support Training and Resources) EVE New Citizens Q&A Resources |

Tracking Enhancers and Tracking computers are the most direct way to counter Tracking Disruptors.
Outside of that... everything that SD Athechu mentioned. Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective. |

There are also bonuses on some ships (interceptors for example) to guns tracking and at least one skill named Motion Prediction that gives 5% to tracking per level. Try EveMon skills browser and search for word "tracking", you should get a list of all relevant skills.
And you can use web to cut speed of a target by significant percent, Stasis Webifier I has -50% effect, higher versions have higher numbers. Although I don't think webs are commonly used for ratting/missions which on the other hand shouldn't stop you for trying it if you can fit your ships properly to take and deal enough damage. I am not my skills but... http://eveboard.com/pilot/Schmata_Bastanold |

1. ECM those put TD on you 2. enhance your tracking speed / range by tracking enhancer/ computer 3. skills : Motion prediction (as schmata metioned), Sharpshooter(+optimal range), Trajectory Analysis(+falloff) 4. align your ship to the same direction of the enemy, to lower the angular velocity 5. web the target (as schmata metioned) 6. use short range weapon (more tracking than long range weapon) |

Just elaborate on this
MuraSaki Siki wrote: 4. align your ship to the same direction of the enemy, to lower the angular velocity
This works only on turret boats (missles will soon be unavoidable affected by td's). You have to be careful. if they have loaded a tracking script, you will NOT see a change in your optimal range when you scroll over your weapon (if you do a see a change they have loaded a range script and thus tracking wont matter, just need to get closer). If this happens then the best thing you can do is align away and towards your opponent to reduce their angular speed (which is viewable from the overview if you select it). However, during the approach be EXTREMELY careful. If you eventually approach them too close the angular velocity will go through the roof. They will be orbiting you at a minimal range and you will be sitting still. you will rarely ever hit them (probably). Once you get to within 1km align out and once you hit your optimal + falloff come back at them.

For missions only (since you said RATS).
NPC TD affect both optimal and tracking BUT NOT FALLOFF.
1) Know the rats (sansha usually) that TD and kill them from range
2) 2 ships. Only one of them gets rat aggro usually, the other kills the TD rats first
3) Sentry drones. TDs on you don't effect your drones.
4) Load long range ammo, use TC and flying to reduce transversal, and fight in falloff
5) Don't fight sansha. |

Point 2 will be obsolete after the winter patch with the new improved NPC AI settings where normal rats will also switch aggro. Inject your skillbook before you leave the station. The "bring friends" option is 100% more effective than any other option, regardless of NPCs switching targets. When the NPCs switch targets, one of you will have much better tracking than otherwise, while the one who is subject to EWAR loses some of their capability (in the case of ECM, the capability they lose is "being able to target anything", but the capability they gain is, "being the focus of attention so my friend can operate unimpeded").
In fact, the "bring friends" option is so effective, I would call it "overpowered". But only because I don't have friends
