What skills/mods do I need to tackle. I'm minmitar so I plan to do it in a vigil.

Propulsion jamming. High speed maneuvering(sp)
Basically the skills to use micro warp drives, warp scramblers and webbers and your sorted. vigl = best tackling frig in game cheap as well

For ultimate tackling at the sacrifice of warp scrambling strength I like to equip my Crow with a sensor booster 2 and a warp disruptor.
I can scramble anybody who jumps through a gate with generally a <1.5 second locking time. Pods will die, guaranteed. Most frigates will be having troubles with me as I can perfectly stay out of webbing range and keep lobbing missiles at them.
And that's only solo :) A fleet will cause far more havoc and enables you to take on bigger ships.

Actually, a griffen does that a whole lot better with 3 sensor boosters and a 20k disruptor. For tackeling skills, train up navigation to you want to as fast as possible. + the sills that were already mentioned

I think at a certain point the sensor boosters don't have effect anymore, the only locking time you'll have is the time it takes for the game client to mark your target as locked. Aside of that, a Crow can get you out of nasty situations with ease, I'm not too sure about a Griffin.
The Griffin is without a doubt a much cheaper solution though.
As an addendum to the skills that have been mentioned, you might want to train up signature analysis to level 4 or 5, and (if applicable) long range targeting to 4.
