Are you looking for the most popular agents?
I would open up your people and places, do a search for the faction in question, and then look under the agents tab.
once you find the agents with the highest quality, you will find where the agent runners are.
For instance:
Caldari Navy's highest quality L3 Security Agent is in Nonni at Moon 5 Caldari Navy Assembly Plant.
Caldari Navy's highest quality L4 Command Agent is in Niyabainen.
Caldari Navy's highest quality L4 Security Agent is in Saila.
You get the idea.
The trick is to find the highest quality level you can use at the time, do missions for them just long enough to advance to the highest quality agent for your level and type of ship you use, then move on.
A L3 agent at -15 will always be better than a L2 agent at +18.
Move up the chain until you get to L4, where the real fun starts. 
If you like doing kill missions, then use a Security, Internal Security or Command agent.
Everything else is a mix of hauling, production and other missions.
Command agents give both kill and transport missions.
Security agents have never given me any transport missions, only kill missions.

Sorry but that's not right. The lvl 4 caldari agent in niyabainen is not the best agent for sure. He's in a 1.0 security systema nd the Loyality Point rewards of those are horrible. A slightly lower quality agent in a lowsec system is better.

I'm talking about the best quality Command agent in that sense.
Open up the People and Places, search Caldari Navy, look at agents under command.
+18 in Niyabainen.
I'm not saying that they are the "Best" (I.e. rewards and LP) I'm saying that the highest RATED agents are there.
The best Caldari Navy agent for LP and mission rewards is the one in the .3 system or whatever it is, which was changed with the last patch.
You will get more LP and mission rewards, but as far as I can tell you will get more faction per mission from a higher rated agent.

Security, Internal Security and Surveillance are 100% kill missions.
Command is mostly kills and some courier from what I understand.

I've done tons of missions for Command division agents working for Gallente Navy. I've gotten a few couriers, yes. But they're so rare I would say maybe 2% of missions are courier.

Command I think is up to nine combats and then it gives you one or two courier jobs before combatting again.

I have quality 20 level 3 and 4 agents in the same station in 0.2 space :-)

I used to do missions, but I hate combat. Are there agents that don't give out kill missions at all? All used to, although not necessarily often.
