I've been using the coercer and have a setup where I can hit from 25km been looking for a build for the catalyst that is similar as i like that ship more and just got a free one doing gallente missions:
Hi-Slots (8 turret hardpoints): 125mm Prototype I Gauss x 8 Iridium charges
Med-Slots: Tracking Computer II + Optimal Range Experimental 1MN Afterburner I
Low-Slots: Magnetic Field Stabilizer Small "Accommodation" Vestment Reconstructer I Capacitor Power Relay
What rigs should I use? Opinions? I can do L2 missions easily with my current ship and can hit from 25km I want to be able to do the same with this. |

If it was me, I'd use a closer range ammo, you loose almost half of your dps with iridium. Since the fit isn't cap stable anyways, I'd swap out the power relay for a tracking enhancer, to make up for some of the range lost on the ammo swap. Rigs? Either CCC for more cap if you are really keen on it, some hybrids for more damage.
And possibly you are better off with a tracking enhancer + cap recharger combo, than a cap power relay and tracking comp. Since the active module eats cap, the weaker recharge that replaces it in the mid balances out, and as long as you would have a range script in it, the enhancer is better (same range, +9.5% tracking, yielding better hits). Sarcasm can be like drugs. |

I'd suggest dropping the tracking computer for a small or miro cap booster, and losing the other cap mod for another mag stab if your tank is fine or an enam if it isn't. Then use all three rig slots for locus coodinator rigs or two locus rigs and a damage rig. If your skill aren't great you may have to only put one or two hybrid rigs on and maybe a tanking rig instead.
Consider the cap boosters as ammo, but you only want to use it when you a) really need to run your tank (let the npcs get you a bit into your armor, you don't need to leave the mission at 100%, you can rep on the way to turn it in) and b) your cap is at around 30%. I struggled quite a bit when I was new running those missions until my friend told me I really shouldn't run cap stable and I should be "burst" tanking. I removed a bunch of cap mods and put more damage mods on and completed sites much faster.
However I am thinking that blasters+mwd would be a better setup. |

For the range you requested:
8x 125mm Railgun II w/ Lead ammo
1x 1MN Afterburner II 1x Cap Recharger II
1x Magnetic Field Stabilizer II 1x Small Armor Repairer II 1x Tracking Enhancer II
2x Small Capacitor Control Circuit I 1x Small Hybrid Collision Accelerator I
Or for a decent boost in punch with a slight decrease in range/tracking, remove the Tracking Enhancer and go with a second Magnetic Field Stabilizer. I would suggest this modification -- really helps with completing missions quicker. |

Something tells me that a cruiser would be better for L2 missions, especially since they all got buffed in Retri. |

Cruisers definitely are better for L2 missions. They were specifically designed to do them quickly and efficiently.
Some people like destroyer hulls better, or like to make things more challenging, or just like to have more fun and interesting times in EVE.
Like I used to solo every single L4 in a dual-rep Myrmidon (yep, an actual armor-tanked Myrmidon). Most missions took a while, but boy was it fun hearing peoples' reactions in Mumble/Vent/TS when they fleeted with me so they could see my battlecruiser solo tanking entire room aggro in person. |
