We of course still have those who do know exactly why they suck, but can't bring themselves to admit it because they don't want to lose their precioussss near risk-free fast travel (aka cheat).
Nothing can justify instajumps. No argument can possibly make sense when you consider the outrageous advantages that come with instajumps along with no drawbacks.
As for mobiles, they are a joke. Half of the time they don't even work, and when they do, they usually leave people 90-200km away. They cost money, time, cargo and everything else that instajumps don't (Regardless of how low), and they're not 1/1000th as mobile as a single instajump. On the contrary, they encourage chokepoint blob camping 100%.

This doesn't sound like a half bad idea right now. Possibly along with 10km warpin, although 15km is probably okay too, since lowering warpin ranges only encourages instaganking, and with a mwd on in warp, it's not such a huge range.
This could be a solution imo. Frigates could still run blockades very easy, unless you have a bubble to bounce them away. Shuttles/rookie ships (the stupid invulnerable scouts atm) would be obsolete.
Travel times wouldn't suck, since the main problem with slow ships travelling is acceleration. If you fit for travelling (wcs/nano/mwd) instead of combat (current advantage of insta-travel), you'd be pretty fast, but also not invincible.
Still, MWD-out-of-warp was a very evil concept back in the day, and even though it sounds good, I won't be sure unless it's tested on SiSi. There are probably quite a few other factors that have to be considered.
Also, with instajumps gone, instalock ganking -the natural reaction- has to be nerfed too.
I don't really think a skill/module is the solution though. -
