Make the closest warp in 2.5 km, and have ships stay cloaked until they enter warp, and be done with it.
The reason all the solutions to this are so complicated, and generally unworkable is the irrational idea you all have that gate ganking has to stay. The only reason pirates have this mind set is the total lack of targets in low security. If it weren't for the gates they'd never get to shoot anybody. However, if CCP can accomplish their goal of getting everybody out in to low security space in the new world order, then there should be plenty of opportunities for PvP without ganking at the gate.
Blockades in 0.0 with warp bubbles etc. is fine. Pulling people out of warp between gates is an interesting idea, so is a ship that can shut down the gate. These things involve the risk of loss to the campers, as well as the intended victims, as the warb bubbles aren't cheap, and you can't just pack them up and leave as soon as some opposition shows up. They allow alliances, etc. to defend their territory, and pirates to blockade strategic systems. There is no reason that I can think of to try and bend a solution for insta jumps around the ability of 1 or 2 man gank squads to sit at a gate, and pick off the local traffic.
A pirate corp that takes the initiative to set up a blockade in such a new world order would probably net a whole lot more loot for their trouble as well, since haulers in any given region wouldn't be as reluctant to enter lower security systems as they are now, and there would probably be a lot more traffic.
pros:
1. It would allow CCP to make low security buffers between empire factions if they wish. 2. Make people feel like they have a chance of surviving in low security by using their wits, without it being just a matter of time before they jump through the wrong gate. 3. facilitate CCP's attempt to get more people operating in low security. 4. Insta problem solved. Fast travel, without the server load. 5. Get rid of gate guns in .1-.4, allowing for blockades. If you're solo, and you have the balls to deploy a warp bubble go for it. They should take about 10 minutes to scoop back up, so you'll probably want a buddy or two watching for an approaching force.
Cons: None that I see.
Most people tend to think they're smart, regardless of the truth of the matter. If living in low security came with greater reward than empire, and surviving there was about being smart people would set up operations there, and targets for pirates would be plentiful. However, as it is now no matter how smart you are, eventually you're gonna jump through the wrong gate in the wrong ship. You can't always find a gate camp with the map. You can't always use a tech 2 industrial, or a fast frigate, etc. I fly a bestower when I need to haul something.
If you want people to move out to low security then we're talking about giving them the ability to operate normally in low security. Not what to fly, and how to kit their ship out, to get where they're going. Every time somebody gets ganked I see a bunch of smart ****s post how you should have fit nanofibers, or flew a faster ship, etc. That's fine if your goal is simply to make it from point A to point B, but that isn't the issue here.
To summarize... As long as living or dying in low security is about being at the wrong gate in the wrong ship people won't go there no matter what you do, so prepare to fail in your new world order. As long as I can remember from way back in beta CCP has been trying to balance combat around gates. It's time to think outside the box. Removing combat from gates
