Perhaps make it a module. A high-slot module would be good, and no they would not be hit by smartbombs once attached.
Here is the way in envisage it:-
Skill Leech drones
Allows use of drone launchers.
Bonus: Increases leech drone flight speed by 5%.
Requirements: Missile Launcher Operation IV Drones V Drone Interfacing III Scout Drones V
Training Time Multiplier: 4x Primary Attribute: Memory Secondary Attribute: Perception
Module Small, Medium and Large Leech Launchers
Fires size dependent leeches (the difference in size reduces effectiveness - larger leeches may not attach to smaller targets, and instead will do a small amount of damage and be destroyed on impact in essence being a very costly missile doing insignificant damage).
Requirements: Small - Leech drones II Medium - Leech drones III Large - Leech drones IV
Drone Warp bug
Every 20 seconds this leech has a 20% chance to inflict a -1 warp strength penalty to the ship it is attached to for 10 seconds with a guaranteed scramble on attach to ship.
Effectiveness would be reduced according to the mass of the ship it is attached to. This way it is easier to implement than different sized ships due to variety in ship sizes like mining barges -> cruisers, battleships -> battlecruisers.
Sig radius: Small - 10m, Medium - 40m, Large - 90m
NOTE: Sig radius would be implemented for all leeches so that people blasting them off friendly hulls can miss and damage the friendly instead. This way large turrets would be silly to blast them off frigate and cruiser hulls because they have diddly chance of hitting them due to small sig radius and will likely do major damage before blasting the damn thing off. This also gives frigates a nice role for removing pests.
Hull HP: Small - 30 HP, Medium - 100 HP, Large - 200 HP
NOTE: These hp values would apply for all leeches also.
Requirements: Leech drones (small - II, medium - III, large - IV) Electronic Warfare IV Propulsion Jamming IV
Drone Paralysis bug
Reduces target velocity by 30%.
I was going to suggest effectiveness would be vs propulsion strength but at a glance it doesn't seem as though propulsion strength varies with ship size as sensor strength. Instead it would also have to be based on mass or sig radius.
Same sig radius and hp as 'warp bug'
Requirements: Leech drones (small - II, medium - III, large - IV) Electronic Warfare IV Propulsion Jamming IV
Drone Siphon bug
Drains cap per time period based on size. Small - 10 energy per 3 seconds, Medium - 36 energy per 6 seconds, Large - 125 energy per 12 seconds.
Effectiveness does not need to be scaled by size for obvious reasons.
Same sig radius and hp as 'warp bug'
Requirements: Leech drones (small - II, medium - III, large - IV) Electronic Warfare IV Energy Emission Systems IV
Drone Tracker drone
Allows you to warp on the target so long as they remain in the same system. They will show up in overview no matter where they are. That way you will have to get something done about it asap. They will also show up in the map telling you what system it is in up to say 3 systems from your current position.
There is no real reason to have different sized tracker bugs... one size fits all.
Same sig radius and hp as 'warp bug'
Requirements: Leech drones (small - II, medium - III, large - IV) Electronic Warfare IV Signature Analysis IV
Phew that was a long post... any questions? <insert random 'kling-on' joke here >
The main benefit from these 'leeches' is that they are fairly hard to remove (need frigates to get rid of them as they would stay attached even when docked) and would stay permenantly until removed.
