Ive noticed on twitter that there has been more discussion about the local chat issue recently so i thought i would put my only thoughts down here and see what people think
Local chat should only show those pilots in space and active by default. Pilots docked up and afk (in space but have not done anything such as opening inventory etc) would not feature in the local list or be able to see it, the instant they make a command they appear in the list.
The AFK Cloaky pilot issue could also be linked into this afk system. If you do not issue a command to your ship for the defined time all modules go inactive, and you e-warp away and loose access to local chat. On return their ship would warp back to the previous location. They're local would need to update gradually, starting with those ships closer to them over a number of second minutes until the list is repopulated. Talking in local makes you appear instantly. Any ship e-warping back from being AFK would be available instantly to all others in the system. Removing some form of tactical advantage.
This is a complex issue, and would need to be looked at alongside an overhaul of the d-scan system. but i welcome comments feed back on my ideas |

I like local. More over I like how it irritates failed blobs who can't catch anyone, useless cloaky pvpers and paranoid carebears alike.
I think it should stay exactly the way it is.. Eve is about Capital ships, WiS, Boobs, PI and Isk! |

Local is already an overpowered tool for it's flawless and instant intel, as it reports all pilots present in a system.
Your idea would weed out the "AFK" pilots, who by some definition have no real intel value as they are not a threat.
Now, I can already see how this can be twisted against the PvE pilots, much like AFK Cloaking was.
They will love you. Cloaking being on a ten minute manual cycle timer? (Author: Bree Okanata) Fine. As long as there is a ten minute timer for being docked in a station. Also, you can't stop moving in the game. Just add in a way so every ten minutes you are randomly warped to the nearest other player. Keeps people from going AFK. |

New AI kind of ruins ganking with rats tho. They have grown weary of e-war modules being used in sites.
Also a fun development.
On a more ironic note.... former site gankers complain about not being able to maximize DPS and tank rats while engaging site runners in cloakys and, demand an AI nerf.

I heard about one of these using a Pilgrim! They were outraged the rats AI caused them to target them when they tried to gank someone. Found it hilarious.
