Would like to make a miner with a smattering of PvP later on the side. Have read alot about skill point allocations (hence why I'm rerolling)
any help with race etc would be appreciated

Go caldari as they are the best... j/k
Basically make sure you have high perception and intel(and willpowere for pvp) and youll be fine, charisma isnt worth having though.

Caldari Deteis Custom Career +3 Per, +2 Int (Must do the +3 Per, but the other two points could be put in areas other then Int, but I recommend int) Scientist (The remaining sections of character creation only affect starting skills....)
The above results in Int 12 Char 6 Per 9 Mem 7 Will 5

Just chose the 'fighter' career and you'll be fine, though perhaps some more intel and mem might be nice since these days lots of skills for pvp in electronics.

Too much mem, not enough per.
As said in many threads, perception is your god. Whatever career you choose, get as much perception as you possibly can. Caldari Civire is the best bloodline to achieve this, as that one ALSO has a decent intelligence, which would be Jesus in this analogy.
Mem is only marginally useful on training learning skill which would give you a nice kickstart, but be generally useless otherwise.
Sinking 3 points in Intelligence and 2 in perception gives you
Int 8 Cha 6 Per 11 Mem 4 Wil 6
Then pick either Enterpreneur (+4 Mem) or Merc (+4) will and you have very solid stats. I'd pick the Memory one btw, as it's about as useful as Willpower and it gives the nice bonus on learning skills. Plus it's the lower of the two anyway.
Alternatively, you can go with Minmatar Sebiestor:
Sink 2 in int and 3 in perception and then pick Rebel.
It will give you:
Int 9 Cha 6 Per 11 Mem 6 Wil 7
Slightly better balanced, but slower on the learning skills and just as fast on the int/mem skills. Slightly faster on the gun and ship skills due to higher willpower. Sebiestors look ugly tho.
Then you can go with Minmatar Brutor:
3 in int, 1 in per, 1 in Mem and then pick Slave Child:
Int 7 Cha 6 Per 12 Mem 5 Wil 9
Trains ships and guns really fast, but is a pain to cover learning skills with and high-end engineering and hull (shield) skills will be a pain as well.
Or, the really balaced character with a bias towards int/per. Probably the stats I'd have generated if I know what I know now:
Standard Gallente with 3 in Int and 2 in Will
Choose Immigrant.
Int 9 Cha 8 Per 10 Mem 6 Wil 6
That Charisma sucks tho, but you get to be Gallente which is just totally cool when you want to fly your races' ships, as high-end Gallente ships just rock :-)
Let's do Amarr as well:
Go for Ni-Kunnu with 3 in Int, 1 per, 1 Mem and pick Border-Runners.
Int 9 Cha 8 Per 11 Mem 6 Wil 5

id probibly dissagree and pick willpower, basically since mem is only usefull for mining skills, willpower is primary in the T2 ships and having high will, means you can really hit the gunnary skills hard.

Well the same could be said for Memory being secondary on all support skills and weapon upgrades.
It's also primary for drones, industry and all the basic learning skills.
I personally rate Mem above Will, plus I'd take Mem 8 Will 6 over mem 4 will 10.

Seems to be well rounded Will is low but Per and Mem both at 9 helps
For mainly a miner seems ok Comments?

Nicely well rounded for a character made to do a variety of things. The decent memory will help with the basic Learning skills as well as Industry skills. Basic Learning skills are a major part of your early skill point investment.

also, to get the most bang outta your buck at character creation, you can start with Frigate 4, star command 3. Basically starting you with like 90k SP, instead of the normal 50kish SP.
Can't remember for sure, but pick war academy, operations, command, captains training. Your probably going to want to get the extra ship skills anyway, as you'll be traiing them later. So best to get the mose Sp outta creation as possible.

I didn't "ReRoll" I just created a new character. Deleted an old 1 ( wow real old like 2 days old lol). Only been playing since last sunday so no real time wasted for me!
