//// Public Memorandum ////
Re: State of the Theater Date: 01.12.115YC Time: 0600 Hours
Yesterday evening, the remaining elements of the State naval and military forces in the Ladistier system surrendered. The retaking of Ladistier marks an end of the Caldari occupation of sovereign Federation territory. In addition, the system's liberation also marks an important milestone in the conflict as a whole.
As of 1.11.155YC, the State Protectorate Forces no longer control any system in the Gallente-Caldari Theater, as defined by the CONCORD Emergency Militia War Powers Act. All contested systems in the Black Rise, Citadel, Placid, and Verge Vendor regions are controlled by the Federal Defense Union.
This accomplishment was due to an unprecedented level of cooperation and coordination between all the major entities of the Federal Defense Union. Many skilled and dedicated pilots contributed to the outcome.
Despite the magnitude of this victory, we offer the following cautionary reminders to the public at large.
The disputed systems remain a warzone and are unsafe for civilian traffic. There is no cease fire; the conflict continues unabated. In addition, the borders of this war remain quite fluid. While we celebrate this milestone today, it is entirely possible that the fortunes of war will not reverse themselves in the near or more distant future.
This is especially true given recent developments in infantry technology. Even though they arrived in literally the final days of the campaign, mercenary soldiers using Templar technology were a factor. The capture of key planets in the Ikoskio system, among others, bolstered operational security.
With the above caveats stated, we offer congratulations to our comrades-in-arms for their prowess and camaraderie during a difficult campaign and its victorious conclusion.

Firstly, congratulations to the Gallente Federal Militia on a professional and hard-fought campaign. You are proud tonight and you have that right.
Most importantly, though, do not for a moment think that this campaign is over or that it reflects on any wider shift of the balance of power in State to Federation relations. The warzone is still a warzone, Caldari hearts still beat within Caldari breasts on the surface of many now-occupied worlds.
All of this has happened before and all of it will happen again. In the words of Admiral Yakiya Tovil-Toba of glorious memory: Haajakin Kalen - We WILL Return.

True. It wasn't so terribly long ago that the situation was reversed, and we all see how that worked out. |

It has been a long and difficult struggle, but now is not the time to rest.
To the Gallente pilots and Dust mercenaries, take a moment to savor the moment but as Pilot Tuuleinen has pointed out, the Caldari have not been broken. In order to ensure total victory, we must crush the resistance of the Caldari within the Warzone systems.
The Eleutherian Guard will continue its deplexing operations and will deploy its DUST assets to destroy the remaining resistance elements and to repel any incursions.

Freedom prevails. The strenght of our ideals prevail.
Just as the conflict is not over neither is our resolve to fight those who foolishly make themselves enemies of the Federation.

Perhaps the Caldari will have a vote on replacing Heth as Executor?
Excluding the population of Black Rise, of course. They won't get to vote. Being occupied and such. Rumours, Wars, Rumours of Wars, Wars of Rumours! |

Its rather interesting how everyone outside the State seem to believe us to nothing but corporate fascists with our unyielding heel on the poor unrepresented masses. In truth, the State is closer to a Corporate Oligarchy which has been the bases for most of the early [Oligarchies that is] Republics and champions of Democracy, though we Caldari are simply a bit more strait forward about who gets a say in the system rather than early Republicans who claimed to be 'elected' and to 'represent the people'.
We actually do elect our leaders in many cases, and Tibus Heth as I've mentioned before is not natural to the State and it was by virtue of consensus that our people left the Federation. Corporate CEO's are usually elected by Boards of Directors or shareholders of the company. Ideally through the meritocracy those directors can come from any class, any social structure and become Directors through proven ability and depending the confirmation process, even those directors are confirmed through the shareholders. Each corporation handles their affairs and thus the ruling of their territory differently of cource, so its not as simple and clean cut as the Federated form of goverment your people practice, but its far from tyrannical dictatorship the Federation tends to paint it.
Corporate ESOP [Employee Stock Ownership Programs] is by far the best show of mass Democracy within the State. It's unfortunate that its not more wide spread and the State is not "Hnolai ki tuul, ti sei oni a tiu." |

I think her comment well aimed. Not so long ago during a Federation election that solution was applied.

Pilot Blix has certainly forgotten the lessons of History if he believes that his goal of 'crushing Caldari resistance within the warzone' is possible. The manner in which this Proxy war is structured ensures that the war will continue - resourcing hubs and muster points are available a single jump outside the contested area - these are secure from attack.
Even on what should have been the darkest of days, when not a single station was available to me within the warzone, it was a trivial matter to gain access to the warzone, destroy several Federation ships and degrade Federation control in a half-dozen systems.
Our means of production do not lie within the Warzone. Our raw materials do not lie within the Warzone. Our population does not lie within the Warzone.
So, by all means, change a few city names on some newly occupied planets. Appoint some new politicians and pipe in all your propaganda. Hand out some medals and promotions. Pat each other on the back - but don't get too drunk. Tomorrow is just another work day. |
